Inefficiency in the French System of Higher Education

International audience; This article sets out to present the French higher education system as it exists at present, pinpointing the main causes of the malfunctioning or inefficiency now unanimously attributed to it by students, employers, governments and even teachers. The trends and reforms of the last 15 years or so already bear witness to a fundamental adaptation of the system to new guiding concerns. Yet this development is slow and uneven, being kept in check by certain institutions, themselves so well-established as to be taken for granted. We shall attempt here to identify them.

Pathways fostering mobility to higher education for vulnerable immigrants in France, Switzerland and Canada

In this article we wish to clarify not only if, but also how – through which institutional settings – higher education is accessed by students from vulnerable immigrant groups in France, Switzerland and Canada. We are interested in the possible educational mobility that immigrant youths can experience arising from country-specific educational policies designed to increase the enrolment in higher education, particularly the flow from upper-secondary vocational educational tracks to higher education ones. Examining Benchmark Indicator Systems for the Evaluation of Higher Education Institutions

Higher Education Institutions are undergoing important changes involving the development of new roles and missions, with implications for their structure. Governments and institutions are implementing strategies to ensure the proper performance of universities and several studies have investigated evaluation of universities through the development and use of indicator systems. In this paper, we review some of the systems applied to the OECD countries, with special attention to Spain. We demonstrate the difficulty involved in establishing classification criteria for existing indicators, on which there is currently no consensus.

Dominant and emerging approaches in the study of higher education policy change

The purpose of the article is to analyse recent literature on higher education policy change. Based on the review, three different approaches are distinguished: structural, actor and agency. In the structural approach the dynamic of policy change originates in well-established structures. The actor approach focuses on either individual or institutional actors as the drivers of policy change.
