Six Para-Philosophical Exercises in Latvian Euro(Onto)Poiesis
2000
The following essay is intended to search for a new framework for the history of Latvian philosophy as a normal ingredient of an“essentially non-existent” Mid-European philosophy. The character of such“nonexistent” philosophy is determined by the particular geo-politico-psycho-graphical anamnesis of Europe’s body. I believe the most important (therefore, submerged in amnesia) points of its anamnesis are the two world wars, through which the First Republic of Latvia emerged, then perished, and is being reborn nowadays. But, it is well known that philosophy has nothing to do with the“first birth”, i.e. with birth from external causes; philosophy can be created only after a“second birth”. To o…
Stany Zjednoczone w I wojnie światowej a odzyskanie niepodległości przez Polskę w 1918 roku w ujęciu współczesnej szkolnej narracji podręcznikowej
2018
Accotding to many historians, the US accession to the war in 1917 was of significant importance for the final resolution of the conflict, and thus also the revival of the independedt Polish state. In the article, we analyse this issue on the basic of contemporary Polish school history education. Textbooks for high school and technical school students were used as the source. Their authors agreed that "the entrance of Uncle Sam into the game", that is, the accession of the United States to the war in 1917 was one of the landmark moments in its over four - year history. The US president Thomas W. Wilson from January 8, 1918, in which a separate point about the revival of the independent Polis…

INFLUENCE OF INTEREST GROUPS IN LATVIA ON CENTRALIZATION
2021
Latvia has experienced four administrative-territorial reforms in 30 years. In 1989, local and regional elections were the first democratic elections in Latvia since 1934. From 1990 to 1992, self-governments were the main authority for re-establishing national independence and transforming the country from totalitarianism to democracy. The transformation process starts with wide decentralization, including substantial fiscal decentralization and substantial administrative decentralization.
The first reform was the centralization (1994) of Rīga city government (1 self-government instead of a two-tier system, with 6 district local governments and 1 city local government). The second re…

“She’s Leaving Home . . .” Antecedents, Consequences, and Cultural Patterns in the Leaving Home Process
2013
In the past, the tasks of establishing psychological and practical independence were linked in time. Nowadays, these transitions are no longer successively manageable sequences; rather, they are characterized by fluctuations, discontinuities, and reversals. In this review, research findings on factors contributing to the diversity in emerging adults’ leaving home patterns (including early leaving, late leaving, or continued residence in the parents’ home) are summarized. These findings show that although culture, gender, social class, and education shape leaving home patterns, individual factors (e.g., emerging adults’ attachment representations or their progress in the domains of love and…
An item response theory analysis of response stability in personality measurement
2001
An item response theory model of response stability is developed, based on the local independence principle. The model predicts response changes under repeated administrations of the same instrument using item and examinee parameter estimates as predictors. Real data were used to assess how the model functioned. Results indicated that the model predictions were approximately fulfilled. Limitations of the model and the empirical study are discussed.
The independence of positive and negative affect depends on the affect measure
1998
Abstract This study examined the degree of independence between Positive Affect (PA) and Negative Affect (NA) within a given situation. The affective state was measured before and after an experimentally induced success or failure experience in an anagram task. Two types of affect measures were used to assess PA and NA: the Positive and Negative Affect Schedule (PANAS) and a Pleasantness-Unpleasantness scale. Consistent with our hypotheses, results show that PA and NA are independent when measured with the PANAS but are correlated when assessed with the other scale. These PA-NA correlations differed significantly from each other before and after emotion induction, respectively. Additional a…
Advances to the study of international Public administration
2016
As an area of research, specifying crucial conditions under which international public administration (IPA) may enjoy independence from member-state governments has become an increasingly vibrant research area. This collection responds to three as yet unresolved research tasks: (1) systematically comparing IPAs by offering large-N data across cases; (2) taking organization seriously by identifying how the organizational architectures of IPAs affect decision-making processes and subsequently the pursuit of public policy-making; and (3) examining the varied consequences of the autonomization of IPAs, notably for member-state public sector governance and for the integration of transnational re…
Constitutional rules and competitive politics: their effects on secessionism
2002
Albert Breton and Pierre Salmon argue that the effects of constitutiona l rules depend on the nature of political competition and on some meta-rules that contain procedures regulating the application and the modification of constitutiona l rules. They outline two models of competition - electoral competition and compound government competition - and describe the nature of the transactions between the parties involved in the two corresponding settings. In both, the transactions are over constitutional rules and ordinary goods and services, all of which are arguments in the utility functions of citizens. To make the discussion more concrete, the paper focuses on the demand for political auton…
