This communication evokes the coordination activities that were made within the WP6C group that is in charge of the definition of the CATALYSE toolkit contents. The diagnosis and evaluation guides that have been defined and used by the present CAENTI partners since 1994 were harmonized. In this context, the paper intends to understand and analyse the issues of spatial data co-production process. In this paper, we will present the last evolution of the Territorial Intelligence (TI) networking vulnerability model. To introduce it, we'll first describe a well-known late 80's model of socio-economic crack-up, known as "Silent Weapons for Quiet Wars", constituted by three passive components as potential energy, kinetic energy, and energy dissipation.
