This article reconstructs events relating to the Centro di coordinamento regionale di polizia criminale (Criminalpol Sicilia) in Palermo, from its establishment in the second half of the 1960s up to the beginning of the 1980s. Created in order to unify and coordinate mafia investigations at the regional level, Criminalpol Sicilia became, over time, one of the most significant ventures in the history of the battle against the mafia. In this article we argue that freedom of speech should be understood as a social freedom. In the public discussion after the Charlie Hebdo attacks, it has often been understood as an absolute right to say anything – to offend, to make a fool of others and of oneself, and to express any opinion regardless of the consequences. We challenge this view and propose that advocating freedom of speech without understanding its social foundations is misleading and counterproductive. The development of the Bantu languages Kinyarwanda and Kirundi is entangled within the colonial histories of Rwanda and Burundi, first under German and then Belgian rule. From the turn of the twentieth century on, missionaries compiled grammars and dictionaries of the two mutually intelligible languages, contributing to the development and instrumentalisation of two prestigious varieties out of a larger dialect continuum. In this contribution, I trace the missionary and colonial activities of corpus planning and textualisation and summarise how Kinyarwanda and Kirundi turned into official languages with distinct linguistic boundaries.
