Quality Indicators for Crisis Communication to Support Emergency Management by Public Authorities
2011
The purpose of this paper is to develop a framework for performance indicators to measure and improve crisis communication preparedness of public authorities. Such an instrument supporting organizational learning has not yet been developed for crisis communication. Literature is used to create a basis and the framework is derived from a process model with various phases integrating communication activities with crisis management. In the paper, the development of the instrument is explained and justified. Furthermore, an example of its use is provided in which the instrument is used for an auditor evaluation of a water contamination case. A next step for future research could be to analyze a…
Collaborative Business Model Innovation Process for Networked Services
2013
This paper presents a process framework for innovating joint business models (co-BM) for multiple companies. Our framework describes the change management that should be carried out in parallel to the rigorous analysis and development of the business model details. With two illustrative cases we show that fruitful co-BM creation process in networks requires both development of the model itself, but also organizational innovation processes including mutual learning and harmonisation of operations. We claim that by understanding this dual process and its key facets might help (1) to coordinate the practical BM creation projects better and (2) to analyse which BM related decisions contribute o…
Taking Organizational Implementation Seriously: The Case of IOS Implementation
2006
Despite of the rapid technical development, failures in information systems implementation are common and it seems obvious that the implementation of inter-organizational systems (IOS) include all the same possibilities for failures as intra-organizational systems - and unfortunately even some more. In this paper, we present some empirically proven means for avoiding problems during the implementation of IOSs. Our argumentation is based on the idea of organizational implementation of information systems, where the phases before and after the technical implementation are considered to be the most critical ones. The data from a case study are used to illustrate and support the ideas presented.
How to combine tools and methods in practice— a field study
1990
In spring 1989 we surveyed the experiences of some Finnish companies in methodology modelling (metamodelling) and adaptation of tools and methodologies to each other (methodology adaptation). The companies represented software production, banking, wood and metal industry, and wholesale trade. The study was carried out as a field study where we interviewed method developers, systems analysts and their supervisors. The goal of the survey was to find out whether there was need for metamodelling or methodology adaptation in general and how this need had been satisfied. The study shows that a little experience had been gained in adapting data dictionaries to methodologies but no such attempts ha…
Key barriers for global software product development organizations
2009
Increasingly, software products development companies are attempting to make transition from traditional centralized local development to global development. This transition is taking place due to intense competition, availability of high quality and low cost software professionals in various countries, and advent of communication and information technologies to link the disperse groups. Due to a significant lack of research on the global software product (GSP) development organization, companies are commonly attempting to develop standardized software products by using an adhoc global project organization. In making transition from local development of software product to global developmen…
A Novel Framework of an Expert System by integrating Capability Approach and BRB to Evaluate E-Government Services
2015
Capability approach is hard to operationalize and capabilities are sometimes difficult to reduce into the individual level. We describe our approach to solve these problems paired with an adequate ICT infrastructure and believe that the impact of concrete eGovernment services will become more visible and available. Citizens can inspect it, professionals can target their re-engineering on failure cases, learn from best cases, and researchers can compare different types of eGovernment. The solving of operationalisation will also strengthen the capability approach, by extending its scope from macro theory towards more easy application on the institutional and organizational levels. Building Long-Term Manufacturer-Retailer Relationships through Strategic Human Resource Management Policies: A System Dynamics Approach
2007
This paper is the result of a research project conducted by the authors with a manufacturer operating in the high-tech industry. It is based on the hypotheses that in order to successfully support retail stores, a manufacturer has to design policies based on Human Resources Management (HRM) practices aimed to increase retailers employees’ sales effectiveness, and external-oriented policies to foster potential customers’ acceptance of company product benefits. In order to support decision makers to explore alternative scenarios and to foster managerial learning on how to build strong and long term successfully manufacturer-retail outlets relationships, a System Dynamics model has been built.…
Introduction to Software Product Lines: Engineering, Services, and Management Minitrack
2013
Software has become the key asset for competitive products and services in all industries. Thus, competiti¬veness in software development, maintenance, and related ser¬vices has become a concern for organiza¬tions. Competitiveness can be increased through (1) internal strategies such as the strategic crea¬tion and reuse of softwa¬re assets and (2) external strategies such as outsourcing software de¬velopment, maintenance, and/or services from third party service providers and acquiring off-the-shelf components from providers and open source communities. A viable third strategy is to enact both strategies in parallel. This minitrack focuses on the first and third strategy. The minitrack acce…
Managing adoption by cultural development: Exploring the plant level effect of a ‘Company Specific Production System’ (XPS) in a Norwegian multinatio…
2020
Purpose: ‘Company Specific Production Systems’ (XPS) aim to adopt ‘best practice’ across plants within a company. A pertinent issue in the literature involves the constraints in the possibilities of realising such an adoption. This paper addresses to what extent and how a Norwegian multinational succeeded in adopting the XPS in its local plants. Design/methodology/approach: A Brazilian, Chinese and Norwegian plant of a Norwegian electro-chemical company were studied from 2017 to 2019. Our data consist of the results of the plant’s assessment performance program, combined with interviews and observations at different organizational levels. Findings: The MNC had largely managed to adopt the X…
KNOWLEDGE MANAGEMENT AND POSSIBILITIES OF PROFESSIONAL DEVELOPMENT IN PUBLIC SECTOR
2014
One of the important parts of Human Resource Management (HRM) is knowledge management and professional development of employees of each organisation. There are no doubts that it is vital for general organisations development and sustainability. Professional development of public sector employees is necessary for developing environment. There should be training programmes especially for public sector institutions’ employees from new European Union countries. For this study authors make the assumption that public sector employees are all officials, civil servants, staff and employees engaged in public sector organisation activities and employed by these organisations. The problem outlined in …
