Maternal mental health problems can negatively impact children's physiological stress regulation. Yet, little is known of their long-term effects, especially related to the timing of maternal symptoms. We examined how maternal mental health problems during pregnancy versus in the early postpartum period predict children's cortisol levels and diurnal patterns at 10–12 years. From 1979 to 1983, a new intermediate level of government was created in Spain. This article focuses on the financial aspects of political decentralization in Spain. How much power to tax do the new regional parliaments and executives enjoy? What other sources of income do they dispose of? Which rules have been settled for regulating their tax and non-tax sources of income? Has fiscal decentralization affected fiscal discipline? Are these governments now financially autonomous? These are the questions addressed. The article shows that, with the exception of the Basque Country and Navarre, regional governments were financed mainly through intergovernmental grants during the 1980s and 1990s. …

Comparison of parallel implementation of some multi-level Schwarz methods for singularly perturbed parabolic problems

Abstract Parallel multi-level algorithms combining a time discretization and an overlapping domain decomposition technique are applied to the numerical solution of singularly perturbed parabolic problems. Two methods based on the Schwarz alternating procedure are considered: a two-level method with auxiliary “correcting” subproblems as well as a three-level method with auxiliary “predicting” and “correcting” subproblems. Moreover, modifications of the methods using time extrapolation on subdomain interfaces are investigated. Excessive vs. insufficient entry in spatial models: When product design and market size matter

Abstract Under spatial product differentiation and product design, we identify conditions for either excessive or insufficient firm entry. We extend previous settings, based on the Salop circular model, to analyze the combined role of positive demand elasticity and endogenous targeted product design. First, we show that, given the number of firms, the equilibrium level of targeted design is either excessive or insufficient, depending on demand elasticity. This study examined the experiential knowledge of eight Australian national-level football referees (3.2 yrs mean national-level experience) about the notion of consistent decision-making during competitive matches. Using a grounded theory approach, the analysis revealed that participants view “consistency” as context-dependent, rather than a rigid process of uniformly responding to isolated foul-play transgressions with putatively correct responses. The public administration reform process in Latvia from the beginning of the 1990s was separated into two parts - national administrative reform and administrative territorial reform – both with their own unique goals and implementation mechanisms. The divided coordination and management of the reforms have resulted in the two administrative subsystems.
