Involving Universities in Regional Upgrading in the Periphery: Lessons from Northern Europe

This chapter presents and discusses two cases of regional upgrading involving public-run universities in two Northern European countries, Norway and the Netherlands. More specifically, it illuminates how academic groups associated with the field of medicine took pro-active steps to establish and further develop regional coalitions which, over time, have resulted in situated learning. Inequalities in educational opportunities in France: educational expansion, democratization or shifting barriers?

International audience; This paper is concerned with inequalities in educational opportunities in France and presents data collected from cohorts born between 1919 and 1973, a period characterized by educational expansion. Data from large-scale representative French surveys were compiled in such a way as to make accurate historical and international comparisons possible. The paper argues that there has been a shift in social inequalities, from entry into collège (lower secondary school) to entry into lycée (upper secondary school leading to the baccalauréat). Abstract The administrative–territorial structure of local government in the three Baltic countries is very different. In Lithuania, administrative–territorial reorganisation was achieved quickly using command methods, by removing local governments at the municipal level, leaving local governments at county level with average population over 60,000, among the largest in Europe. Financial Fragility and Distress Propagation in a Network of Regions

Building on previous works on business fluctuations, we model the propagation of financial distress in a network of regions, each populated by heterogeneous interacting firms and banks. In order to diversify risk, firm sell goods outside their own region and borrow from banks located there. However, this results in ties across regions which propagate financial distress across regional borders. We investigate how the average level of economic integration affects the probability of both individual and systemic failures. Risk Profiles for Re-Profiling the Sovereign Debt of Crisis Countries

This paper uses a risk-management approach to re-profile the sovereign debt of countries facing debt crises. Using scenario analysis we develop a risk measure of the sovereign's debt -- Conditional Debt-at-Risk -- and an optimization model is used to trace risk profiles that tradeoff expected cost of debt financing against the Conditional Debt-at-Risk. The risk profiles are particularly informative for crisis countries, as they allow us to identify, with high-probability, debt unsustainability. Resisting the extortion racket: an empirical analysis

While the contributions on the organized crime and Mafia environments are many, there is a lack of empirical evidence on the firm’s decision to resist to extortion. Our case study is based on Addiopizzo, an NGO that, from 2004, invites firms to refuse requests from the local Mafia and to join a public list of “non-payers”. The research is based on a dataset obtained linking the current administrative archives maintained by the chambers of commerce and the list updated by the NGO.
