This paper will focus on the LL of Daugavpils from a diachronic point of view in order to describe the usage of the Latvian language in the public space since the middle of the 19th century until today, as well as the socio-economic and political factors which influence the language situation. Historians of political discourse and language policy researchers should join forces to develop methods of textual analysis that help to integrate political and intellectual history. They could do so by focusing their analysis on interconnections between material realities, human physical action, practices and structures, as well as institutions and ideologies as discursive constructs. This article investigates the language practices and language policies of an Indian migrant family in their daily life in Finland. The purpose of this paper is to consider the potential of an empirical case study on migration to understand the interrelationship between macro and micro analyses of language policies and practices. Though the migrant language instruction is encouraged and executed under the national language policy in Finland, the second generation of the Indian family was taught their parental languages at home. After presenting a short introduction to higher education and language policy developments in the nineteenth and early twentieth centuries, I will analyse the role of language in Finnish higher education from mid-nineteenth century to Finnish independence in 1917. This paper reviews developments and future challenges in language policy, planning and assessment in Finland, where several important changes in legislation, curricula and assessment systems have recently taken place. Language proficiency requirement of immigrants and civil servants have been redefined, school curricula have been revised and new language examinations have been developed. The Common European Framework has been particularly influential. Reforming the national core curriculum for bilingual education in Finland

This article explores the discourses surrounding the act of writing Section 10 Bilingual education in the new Finnish national core curriculum, which will be implemented in 2016. This section will set the parameters for programs that integrate language and content learning, where a minimum of two languages are used for instruction in content subjects. The main research questions discussed in this article are how and why certain discourses are expressed, or left unexpressed, in the final draft version of the curriculum. The data for qualitative analysis consists of participatory observations and minutes of meetings in the working group assembled for writing the draft.
