Défis à relever pour la politique budgétaire en Amérique latine en matière de stabilisation et de redistribution

Cet article se propose d'étudier les réponses offertes par la politique fiscale en Amérique latine dans la situation actuelle " d'atterrissage en douceur ". En fait, il apparaît que la région est exposée à un risque de choc externe de pays développés et la Chine à un risque politique. Dans ces conditions, la politique fiscale a un rôle important à jouer pour gérer ces risques en se centrant sur ses fonctions de stabilisation et de distribution. En outre, nous proposons un système de plusieurs mesures pour chaque fonction. Enfin, nous démontrons que les pays latino-américains ne souffrent pas de contrainte du financement pour appliquer nos recommandations.

The diversity of people, cultures and social situations in Latin America countries does not obstruct the critical and honest dialogue concerning the research carried out on the learning of world problems. Geography, as a science, can contribute to this challenge, but it needs, then, to leave the intellectual, corporate and academic obstacles that prevent its study by the pupils. In this work we communicate the initiatives developed by a group of teachers by means of the Geoforo, which takes advantage of the facilities of the cyberspace, from the Geocrítica portal of the University of Barcelona.

Scientific productivity and collaboration in viticulture and enology in Latin American countries

[EN] The aim of this study was to analyze the scientific activity of Latin American researchers in viticulture and oenology through bibliometric analyses of articles included in the Science Citation Index Expanded database for the period of 2006 to 2010. A total of 917 research articles were published in 364 domestic and international journals. We highlight the important growth in the number of research papers published during the period, especially in Brazil, Argentina and Chile, as well as an increasing number of international collaborations, mainly with non-American grape- and-wine producing countries. En este estudio se analiza la forma en que los “tiempos difíciles” de la reciente historia española (la Guerra Civil y la dictadura franquista, 1936-1975) han sido tratados tanto en los manuales escolares de historia como en el interior de las aulas, estableciendo, por una parte, los avances historiográficos y didácticos conseguidos y, por otra, las actuales insuficiencias y deficiencias de tales planteamientos desde la perspectiva de un tratamiento realmente democrático y reconciliatorio de los mismos.
