Romania: Regional Persistence in a Highly Nationalized Party System

Romania has a nationalized party system whereby the effective number of parliamentary parties has gone down and the left-right dimension of political competition has become consolidated. Statewide parties manage to electorally homogenize the electorate through using a similar electoral system for regional and national elections and by holding regional elections just before national elections. However, in this chapter, we also find that regional parties are persistently present in some regions and some of them mobilize voters along an ethno-cultural dimension. Our article examines if local incumbents’ choices regarding social housing construction are influenced by strategic electoral considerations, which might foil the French state’s efforts in favour of greater social mixity. By constructing a probabilistic voting model which integrates a partially mobile population, we show that such strategic considerations let the political choices of neighbouring municipalities become interdependent, and that the intensity of the resulting strategic inter-actions varies in function of the local population’s mobility. In situ laser ablation analyses rely on the microanalytical homogeneity of reference materials (RMs) and a similar matrix and mass fraction between unknown samples and RMs to obtain reliable results. Suitable carbonate and phosphate RMs for determination of Sr isotope ratios in such materials are limited. Thus, we determined Sr-87/Sr-86 ratios of several carbonate (JCt-1, JCp-1, MACS-1, MACS-3) and phosphate (MAPS-4, MAPS-5, NIST SRM 1400, NIST SRM 1486) international RMs using dissolved samples and two different multi-collector inductively coupled plasma-mass spectrometers (MC-ICP-MS). High-performance of PbO2 nanowire electrodes for lead-acid battery

Abstract PbO2 nanowires were obtained by template electrodeposition in polycarbonate membranes and tested as positive electrode for lead-acid battery. Nanowires were grown on the same material acting as current collector that was electrodeposited too. The nanostructured electrodes were assembled in a zero-gap configuration using commercial negative plate and separator. Cell performance was tested by galvanostatic charge/discharge cycles in a 5 M H2SO4 aqueous electrolyte. PbO2 nanostructured electrodes were able to deliver at 1C rate an almost constant capacity of about 190 mAh g−1 (85% of active material utilization), close to the theoretical value (224 mAh g−1). AC impedance behavior of the Ti4Ni2Oy and Ti3.5Zr0.5Ni2Oy type metal hydride electrodes

The hydrogen storage alloy electrodes of the type Ti4Ni2Oy (y=0, 0.3 and 0.6) and Ti3.5Zr0.5Ni2Oy (y=0.15 and 0.3) were investigated by impedance spectroscopy for potential application as negative electrode in alkaline secondary nickel-metal hydride (MH) batteries. The phase Ti4Ni2O0.30 was found to be electrochemically more stable during the cycling. The addition of copper or nickel powder as current collector improved the electrochemical behavior of the electrodes. It was possible in this way to decrease the charge transfer resistance. These additions have a negligible influence on the stability of electrode material during cycling.
Electrical and optical low frequency noises in multimodal vertical cavity surface emitting lasers

Experimental investigations of the low frequency noise of multimode 780 nm vertical cavity surface emitting lasers are reported. Electrical noise, optical noise and their correlation have been measured in the frequency range 1 Hz–95 kHz. The results show that the main contribution to the electrical noise is located in the distributed Bragg reflector layers of the laser. The optical power and pump current noise sources are strongly correlated below and around the threshold, while are weakly correlated above threshold. It is argued that the noise in the optical power is due to both free injection carrier noise and optical gain fluctuations.
Microcavity Light Emitting Diodes Based on GaN membranes Grown by Molecular Beam Epitaxy on Silicon

Resonant-cavity InGaN/GaN quantum well light emitting diodes have been fabricated. Nitride layers were grown by molecular beam epitaxy on Si (111). We fabricated the structures using a combination of Si substrate etching, GaN etching and dielectric (Ta2O5/SiO2) mirror deposition. The electroluminescence spectra show that the emission within the distributed Bragg reflector stop band is enhanced in the membrane microcavity. The cavity modes are broadened by some cavity length non-uniformity that is introduced when the GaN is back etched to adjust the cavity length.
