A prospective study on an innovative online forum for peer reviewing of surgical science

Background Peer review is important to the scientific process. However, the present system has been criticised and accused of bias, lack of transparency, failure to detect significant breakthrough and error. At the British Journal of Surgery (BJS), after surveying authors' and reviewers' opinions on peer review, we piloted an open online forum with the aim of improving the peer review process. Methods In December 2014, a web-based survey assessing attitudes towards open online review was sent to reviewers with a BJS account in Scholar One. Introduction Horizon 2020 was the most significant EU Research and Innovation programme ever implemented and included the Marie Skłodowska-Curie Actions (MSCA). Proposals submitted to the MSCA actions awere subject to the Ethics Appraisal Procedure. In this work we explored the ethics appraisal procedure in MSCA H2020. Methods Using a retrospective analysis of pooled anonymized data, we explored the ethics appraisal procedure on proposals submitted to Marie Skłodowska-Curie Actions (MSCA) during the entire Horizon 2020 program period (N = 79,670). The article discusses two main theses. The first one is the presence and forms of the rule of law in the international legal scenario. This task is developed through the analysis of three possible versions: the extension of the domestic rule of law to the obligations coming from international law, the rule of international law, and the international rule of law. The second thesis is that the rule of law plays a role in the interpretation of law. This role depends on legal science, considered the crucial resource of an international law of international lawyers. Secondo questa prospettiva, il diritto è il discorso del legislatore e la scienza giuridica non è altro che un discorso sopra un discorso: un meta-linguaggio descrittivo del linguaggio prescrittivo del legislatore.
