European Union commitment towards RES market penetration: From the first legislative acts to the publication of the recent guidelines on State aid 20…
2015
Abstract During the last three decades, the European Union (EU) commitment towards the Renewable Energy Sources (RES) market penetration has been very complex, involving several aspects pertaining to the economic and political action of Member States. This paper seeks to overview the historical development of the legislative EU framework, including a description of the main financial programmes established and managed by the EU Directorates General. Moreover, the work will proceed with the picture of some Investment Funds, ad hoc created for RES undertakings, and managed by the European Investment Bank (EIB) in collaboration with the EU or other foreign Bank Institutes. The delicate matter …
The Credit Cooperative System in Spain
2016
Like other European countries, Spain has a long tradition of cooperative banks. Although some credit unions existed previously, essentially they date from the early twentieth century, originating as institutions founded by medium and small-sized farmers to improve their access to banking services. However, they occupied a marginal position in the financial system until the legislative reforms of the 1970s. During the two last decades of the twentieth century, Spanish cooperative banks suffered a deep crisis, two changes in their organizational model and the shock of transformation and innovation in the financial system. Currently, the sector is made up of 65 small institutions with a relati…
Decentralization and growth: what if the cross-jurisdiction approach had met a dead end?
2013
International audience; The relationship between decentralization and economic growth is generally studied from a perspective stressing universal or quasi-universal regularities across jurisdictions. That approach has generated many insights but seems to reach its limits. The paper explains why it allows contrasting positions with regard to the benefits of decentralization even among proponents of free and competitive markets. And it seems from the empirical literature that no robust and economically significant cross-jurisdiction relation between decentralization and economic performance or growth, except perhaps their independence, has been found. The absence of a relation valid across ju…
The Discursive Dance : The Employee Co-operation Negotiations as an Arena for Management-by-fear
2015
The purpose of this article is to qualitatively describe and critically explain the discursive construction of employee co-operation negotiations in Finland as an arena for management-by-fear. The article consists of a theoretical review, covering the legislative basis of co-operation negotiations and recent research on management-by-fear. The empirical study consists of media texts and company media releases in Finland in 2012–2013. The main conclusions are that there are distinctive features in the co-operation negotiations that enable and enforce the possibility of management-by-fear, and thus destructive leadership. The process, supported by law and very much against the original aim, e…
Management of Distribution Risks and Digital Transformation of Insurance Distribution—A Regulatory Gap in the IDD
2021
The Insurance Distribution Directive (IDD) aims to regulate insurance distribution in the EU regardless of distribution channels and means. Although new technologies affect insurance distribution, the IDD does not explicitly regulate this digital transformation. Insurers and intermediaries must comply with detailed business conduct rules that aim to counteract distribution risks. However, the IDD exempts ancillary insurance intermediaries from its scope when they meet certain conditions. The article highlights the regulatory framework on insurance, requiring insurers and intermediaries to address distribution risks, and analyses how this exemption affects the management of distribution risk…
Energy recovery from Municipal Solid Waste in EU: proposals to assess the management performance under a circular economy perspective
2017
In 2015 the European Commission issued a package of documents on Circular Economy concerning an integrated revision of legislative proposals on waste management. The aim was to stimulate a European transition towards a circular economy concept, which is expected to foster competitiveness, sustainable economic growth and new jobs generation. Three indicators are proposed in this paper to contribute to the assessment of the energy recovery management performance from MSW in a scenario of circular economy: a) referring to MSW directly used (RMSW) or indirectly used (SRF) as input of thermochemical plants, an indicator can be the percentage of waste having LHV > 13MJ/kg; b) referring to the MSW…
Industrial ecology of the paper industry
1999
Industrial ecology (IE) is a biological concept applied to industrial structures. The basic concepts of IE include regional, intra-firm and product-based waste recycling systems as well as the principle of upward and downward cascading. In best current examples of regional systems, several parties are in an industrial waste re-use symbiosis. Paper industry has learned to arrange the recovery and re-use of its products on distant markets, even up to a level where indications of exceeding optimal recovery and re-use rates already exist through deteriorated fibre and product quality. Such occurrences will take place in certain legislative-economic situations. Paper industry has many cascade le…
A glimpse of the limits of the European economic governance through the legislative and jurisprudential route of the "after-Weimar" German "economic …
2020
Italy: money transfer, money laundering and intermediary liability
2020
Purpose This paper aims to offer a general overview of money transfers in Italy and Europe focussing specifically on the migrant community. This is of particular interest because it is in that community where money transfers are most prevalent. This shows the money transfer system as a tool that could guarantee the financial inclusion of migrants but at the same time being used in a distorted and unlawful manner. Design/methodology/approach After a brief introduction focussed on working principles and legal frameworks, the paper will go deeper in evaluating money transfer data. This data, which comes from various legal authorities, will show the extent to which different migrant communitie…
State Budget Constrains for 2013
2013
Abstract The state budget for 2013 is characterized by major constraints generated by the date of payment for the loans committed in the previous period, the high level of the payment arrears from the budget to the real economy, the insurance of the money amount required for the operational programs co-financing and by the acceptance of a lower budget deficit than in 2012, with negative consequences for the economic growth and that doesn’t ensure premises for reducing development gaps between Romania and other EU countries. Decreasing the economy financing by excessive budget deficit reduction is completed this year by the banks financing lines, which is still a handicap for financing the r…
