Democratic Meta-Deliberation: Towards Reflective Institutional Design
2014
Theories of deliberative democracy are popular for their promise that in a deliberative polity, democracy can realise both participatory politics and rational policies. However, they are also confronted with the allegation that by qualifying essentially non-democratic practices as deliberative, they inadvertently (or not) become accomplices in the trend towards post-democratic governance. A central example of such a development is the rise of non-majoritarian bodies to which governments delegate decision making, thereby de-politicising conflicts and turning democratic discourses into technocratic ones. This article adopts a systemic perspective on deliberative democracy, asking whether non-…

Miten ja kenelle valtakunnalliset nuorisojärjestöt legitimoivat toimintansa?
2018

2019
This article looks at old age care facilities abroad that target people who live in Germany. Such facilities have been established in Southeast Asia (mainly Thailand) and in Eastern Europe (mainly Poland). Given that they challenge central guiding orientations for old age care in Germany, considerable criticisms are levelled at them, and their use is viewed with distinct scepticism. Nevertheless, some of these facilities succeed in sustaining considerable demand from Germany over quite a few years. In this article, we therefore ask what strategies and arguments they use to make them a legitimate option for people in Germany and to be established on the German market. Based on two case studi…
Cost Management in the Public Sector: Legitimation Behaviour and Relevant Decision Making
2016
This paper presents a case study where a cost management project was implemented using action research methodology at two Finnish organizations working in a purchaser–provider relationship. While the study demonstrates the efficiency-seeking motive behind the implementation of the management accounting tool, subsequent investigation found that tool remained partly unused despite showing its potential relevance for practice through user involvement. However, this does not necessarily signal legitimation-seeking behaviour. Reasons for not using some parts of the tool point to an overestimation of the functionality and an underestimation of implementation problems during the design process. Th…
