Digital transparency and Web 2.0 in Spanish city councils

Abstract The purpose of this study is to provide a Web 2.0 Disclosure Index to measure the Web 2.0 presence of Spanish city councils and the information disclosed by them on these media, and to test whether the use of Web 2.0 tools and social media by local governments improve their Web 1.0 digital transparency. We have structured the Web 2.0 Index as the sum of three partial indexes, referred to presence, the content and the interactivity of the Web, and we have estimated these indexes by a content analysis of the city council's websites. Zusammenfassung Der Beitrag greift zentrale Einwände von Eisewicht und Grenz (2018) auf und verweist gegenüber dem Vorhalt eines unvollständig rezipierten Forschungsstandes auf einen anderen, in der Erfahrung praktischer Begutachtungsprozesse basierten Zugang zum Thema. Gegenüber der Befürchtung exkludierender Wirkungen der von uns postulierten Gütekriterien macht die Replik geltend, dass diese gerade angesichts der Vielfalt qualitativer Ansätze explizit ansatzübergreifend angelegt sein müssen. Nur so lässt sich die vielfach geforderte, begründete Bewertung (besser/ schlechter) von qualitativen Publikationen und Forschungsanträgen leisten.

Serological surveys, which acquired considerable importance in the mid twentieth century, are still a key tool to address infectious diseases. This article, using archival and printed sources from the WHO and the medical and general press, analyses the role of doctors and scientists, government, and the WHO in the implementation of serological surveys to evaluate the situation of poliomyelitis, measles and rubella in Spain and to set up a plan of action against them. Las investigaciones son insuficientes para dirimir si los inicios hasta la consecución de la permanencia han tenido lugar bajo vías ordenadas o bajo vías poco o nada organizadas y en este caso, si el fenómeno es reciente. Legal literature is one of the areas most neglected by bibliometric studies, both in Spa in and abroad. Within this context, the general aim of this note is to check the utility of national databases in the retrieval and overview of the legal literature published in Spanish journals. 447 papers on collective bargaining and allied subjects published before 1995 and included in ISOC database have been retrieved. Expert-based versus citation-based ranking of scholarly and scientific publication channels

Abstract The Finnish publication channel quality ranking system was established in 2010. The system is expert-based, where separate panels decide and update the rankings of a set of publications channels allocated to them. The aggregated rankings have a notable role in the allocation of public resources into universities. The purpose of this article is to analyze this national ranking system. Detecting topology through dynamics in interacting fermionic wires

We describe a protocol to read out the topological invariant of interacting 1D chiral models, based on measuring the mean chiral displacement of time-evolving bulk excitations. We present analytical calculations and numerical Matrix Product State simulations of interacting Su-Schrieffer-Heeger (SSH) chains, demonstrating how the mean chiral displacement allows to distinguish between topological insulator, trivial insulator and symmetry-broken phases. Finally, we provide an experimental blueprint for realizing a model displaying these three phases and describe how to detect those.
