The public sector's roles in the sharing economy and the implications for public values

2019

Abstract Motivated by the growing significance of the sharing economy, we discuss the roles the public sector may play within the sharing economy and the corresponding implications for public values. The sharing economy represents a transformative agent for the public sector within the current landscape of digital transformation. While the public sector has so far acted mainly as a regulatory body in the sharing economy, we here discuss implications for other roles the public sector may take on, including the roles of customer, service provider, and platform provider. Framed within the context of the public value ideals (professional, efficiency, service, and engagement), we examine the opp…

Digital transparency and Web 2.0 in Spanish city councils

2016

Abstract The purpose of this study is to provide a Web 2.0 Disclosure Index to measure the Web 2.0 presence of Spanish city councils and the information disclosed by them on these media, and to test whether the use of Web 2.0 tools and social media by local governments improve their Web 1.0 digital transparency. We have structured the Web 2.0 Index as the sum of three partial indexes, referred to presence, the content and the interactivity of the Web, and we have estimated these indexes by a content analysis of the city council's websites. We find that the use of Web 2.0 tools has an essentially ornamental focus, and thus it is necessary to increase the content disclosed, especially at the …

‘Gentlemen, all aboard!’ ICT and party politics: Reflections from a Mass-eParticipation experience

2015

Abstract Information and Communication Technology (ICT) use is becoming an ever more popular way to involve citizens in political decision making. And yet, despite their recently increasing number, few eParticipation initiatives have achieved their intended aims. If nothing else, this shows that the internal processes, challenges and opportunities of using ICT to engage citizens in politics deserve further examination. The present paper attempts to undertake such an investigation by analysing Italy's Five Star Movement, a mass-eParticipation-based political organisation recently founded by private citizens. Using an interpretive case-study approach, this paper assesses the goals, participat…

2016

Abstract Public Service Platforms (PSPs) are a new type of technology platform. They are based in the philosophy of New Public Management (NPM) and support public services for citizens in quasi-markets. This article increases our understanding of the business models behind these PSPs in terms of their Value Propositions, structures, networks, and financing. We interviewed representatives from 14 PSP providers in four public sectors in Sweden: education, healthcare, elder care, and public pensions. We identified a “Traditional view” with its focus on public agencies and neutral information and an “Emerging view” that includes dialogues, user evaluations, long-term perspectives on choice, pro…

Opportunities and challenges of digitized discretionary practices: a public service worker perspective

2018

Abstract Public service workers exercise discretionary power during policy implementation. Due to an immense diffusion of information and communications technology (ICT) in public service provision, they are increasingly exposed to reforms aiming at more efficient and fair decision-making. Whereas extant literature has found that ICT can both enable and constrain public service workers' ability to exercise discretion, we know less about underlying explanations for these inconclusive findings. This paper addresses this research gap by exploring how and why public service workers react to digitized discretionary practices. We draw upon institutional logics to show the underlying consideration…

Von der Notwendigkeit ansatzübergreifender Gütekriterien. Eine Replik auf Paul Eisewicht und Tilo Grenz

2019

How do journals of different rank instruct peer reviewers? Reviewer guidelines in the field of management

2020

Current knowledge on peer review consists of general formulations of its goals and micro level accounts of its practice, while journals’ attempts to guide and shape peer review have hardly been investigated so far. This article addresses this gap by studying the content of the reviewer guidelines (RG) of 46 journals in the field of management, as editors may use guidelines to nudge reviewers considering all relevant criteria, properly, and consistently with the needs of the journal. The analysis reveals remarkable differences between the instructions for reviewers of journals of different rank. Average and low rank journals mostly use evaluation forms, they emphasize the empirical contribut…

The role played by doctors, the Government and the who in the implementation of poliomyelitis, measles and rubella serological surveys in Spain (1958…

2020

Serological surveys, which acquired considerable importance in the mid twentieth century, are still a key tool to address infectious diseases. This article, using archival and printed sources from the WHO and the medical and general press, analyses the role of doctors and scientists, government, and the WHO in the implementation of serological surveys to evaluate the situation of poliomyelitis, measles and rubella in Spain and to set up a plan of action against them. The paper shows the role of Florencio Pérez Gallardo and his group at the National School of Health, favoured by the Franco regime to receive the support of WHO collaborative programmes after Spain joined in 1951, and the impac…
