A paradise to Brancaccio. Integrated programme of urban regeneration for the second municipality of Palermo

2012

Associations and movements of one of the most degraded neighbourhood of the city of Palermo (city regional capital of Sicily, Italy) asked the University to support their on‐going activities for the promotion of local resources to conntrast the trend of decline and against the mafia as a symbolic appropriation of the main landmark of the neighborhood. In support of an innovation of the local governance, a delegation responded by developing the participated planning of a Living Lab, to be both locally and territorially characterised (Territorial Living Lab Sicily). This delegation proposed interpretative recommendations, as well as an integrated program concerning projects of urban regenerat…

Sustainable user-driven innovation supporting Open Government policies- A System Dynamics perspective applied to the Municipality of Palermo-

Going beyond a technocratic e-government paradigm, this research aims at analyzing how, through the two-ways interaction supported by Web 2.0 technology, skilled external collaboration and knowledge-sharing between citizens and public administrations can offer new ways of citizen participation, enhancing political decision-making process and public value creation. Particularly, the purpose is to investigate how skilled citizens can serve as contributors to tasks that are traditionally performed by designated civil servants and now are outsourced to an undefined, generally large group of people, in the form of an open call for contributions. To this end, we have conducted a field research in…

Towards a Deep Integration of Socio-Economic Action and Spatial Planning

2012

It is now time to recognize that self-organizing socio-economic actors can and must act directly on the pursuit of territorial development and cohesion or, in other words, that the broadest possible number of socio-economic actors must be involved, to this end, in co-creating products, services and innovative content. ICTs can greatly help to go forward in this direction, allowing the merging of regulation, implementation of policies and spontaneous transformation, thanks to their interactivity and their potential of diffusion of “usable knowledge” (Lindblom and Cohen, 1979). The proposed approach relies on the notion of Living Labs (LLs), or better on that of “Territorial Living Labs” (TLL…

Palermo: Living Labs for Urban Regeneration

2016

The case of Palermo is described in this chapter as an example of Human Smart City (HSC) approach transferred to an extremely weak urban context in Southern Italy. The case focuses on the processes boosted through the Territorial Living Lab established in the city to tackle the topic of citizen participation in the solution of the main city challenges. It was based on a model of incremental and adaptive process of interaction, within a co-creative ecosystem, with the aim of improving housing quality. The model was shared by the players involved in the social innovation process. It would not have been possible without the Living Lab approach and the innovative momentum of design thinking tra…

Sustainable Development and Transition Management: A New Approach for European Peripheral Areas

2020

This paper on Europe as a sustainable economy and its policy for peripheral areas contributes to the analysis on the relationship between Transition Management and new approaches to regional development. It follows that regions are different ecosystems which require not only conventional macroeconomic visions for development processes, but also a precise spatial approach based on different levels of geographical aggregation. The physical environment, therefore, becomes a useful element not only to analyze the transition mechanisms, but also as a constitutive part of economic, social and environmental changes in the short, medium, and long term. A number of interesting aspects are examined a…

Co-Creative, Re-Generative Smart Cities. Smart Cities and Planning in a Living Lab Perspective

2014

A particularly mild approach in money supply over three decades at the international level has encouraged the piling up of substantial amounts of debt through urban investment, particularly in less competitive systems . It appears therefore necessary ato elaborate stringent "urban financial statements", through a kind of digital agenda able to provide georeferenced economic indicators about structure, value and performance of urban capital, and therefore capable to serve as a guide in future allocative choices of the myriad of holders of some stake of the above urban capital. Recognizing the role of such a multiplicity of stakeholders means to radically reconsider the transcendent assumptio…

Co-creating Urban Development: A Living Lab for Community Regeneration in the Second District of Palermo

2013

The characterisation of urban ‘smartness’ emerges as a product of social mobilisation, which marks the pathway towards collective technology adoption and policy innovation. This paper highlights the didactic and critical aspects that relate to the use of participatory solutions – namely the electronic Town Meeting and others, such as weblogs and the “Planning for Real” scheme – which start within the dimension of social animation and serious gaming and are only later oriented to urban planning. The Palermo pilot of the PARTERRE ICT-PSP project, based on the Territorial Living Lab approach, documents one possible transition from the stage of a free relationship with scenarios and visions, to…
