Le evoluzioni dello sviluppo locale in Sicilia: i Sicani dalla SNAI all’integrazione con le politiche di sviluppo rurale

La Strategia Nazionale Aree Interne (SNAI) è entrata in una nuova fase, in cui si prefigura la trasformazione da policy sperimentale a politica strutturale e, insieme ad altre strategie anche preesistenti concorre non senza criticità a ridefinire le traiettorie di sviluppo di queste parti del Paese. Gli sviluppi di quanto sta avvenendo sui Sicani in Sicilia sono indicativi delle interazioni tra SNAI ed altre strategie di settore, come la Strategia di Sviluppo Rurale, e indicano alcuni approcci di integrazione e di armonizzazione delle politiche attivate e delle azioni già in corso.

Aquest article presenta els elements clau de sis projectes d'investigació alicada dins la realitat local gallega entre els anys 2001 i 2011. Tots ells han sigut realitzats pel grup SEPA (Pedagogia Social i Educació Ambiental) de la Universitat de Santiago de Compostela en conveni amb diverses entitats; en els casos que s'analitzen, ajuntaments, Diputació, Fundació Ciutat de la Cultura de Galicia i Eix Atlàntic del Nord-oest Peninsular. També s'ofereix una reflexió des de l'experiència respecte al potencial i las limitacions d'aquesta mena d'investigació.

This paper aims to retrace, through a critic study of the scientific debate, the Belice Valley’s territorial context after the 1968 violent earthquake and to identify the actual development perspectives of the area. By using official dataset and consolidated bibliography we identify the peculiar weakness of the socio-economical structure of Belice Valley, a marginal territory of Sicily (Italy), when the earthquake stroke, but also the start of a local identity building process in the aftermath of the seism. Exploring the Rural within the Italian local development policy

The countryside has a major role in Italy’s territorial identity and organization. The way agriculture has shaped the Italian territory and society, however, is a very complex historical process, marked by different political and economic purposes. By looking at the national territory under such an evolutionary perspective, and the changing approaches to rural development due to the influence of EU policies, this paper describes the main policy instruments that have been implemented across the Italian regions in recent decades. After this overview, the paper concludes with a critical discussion on the limits and potential of rural areas in the country’s development process.
