Determinantes de la divulgación de información sobre sostenibilidad en los gobiernos locales de Latinoamérica

2022

This paper analyses the socioeconomic factors that influence the disclosure of sustainability information on 99 local government websites in 2018 in countries that make up the Pacific Alliance (PA) in Latin America, associated with internal and external demands that public entities have for accountability in social and environmental issues. We use as methodology a content analysis of the sustainability information disclosed by local entities on their websites and a regression of Ordinary Least Squares (OLS). This article shows empirical evidence that the size, budget capacity and the economic level of the municipality are factors associated with the sustainability disclosure on websites due…

Exploring Countercyclical Fiscal Policy in Local Government: Moving Beyond an Aggregated Approach

2014

There is a renewed interest in the fiscal health of local governments in the United States, which is being driven in part by academic research, professional organizations, and the economy. This renewed interest also includes how local governments use their cash reserves for countercyclical fiscal policy, which is a stream of research that has received minimal attention in the literature. We respond in this article by exploring how 97 North Carolina counties used their cash reserves from 2005 to 2012, which includes the great recession of 2008 and 2009. Our findings provide some evidence of countercyclical fiscal policy in local government when exploring the use of cash reserves from an aggr…

METHODS A group of 465 adolescents from the International Physical Activity and the Environment Network (IPEN) Adolescent Study (Valencia, Spain) participated in the research. Mixed regression analyses were conducted on the data obtained. RESULTS Not having bicycle access, a PBSP card, or a public bike lane close to the school is negatively associated with bicycle use. Author's version of a chapter in Proceedings of the 40th Annual Hawaii International Conference on System Sciences. Also available from the publisher at http://dx.doi.org/10.1109/HICSS.2007.303 The concept of benefits management highlights explicit practices to facilitate benefits realization from information technology (IT) investments, in addition to plain project management focusing on information systems (IS) deliverables as such. Non-competitive Elections at the Local Level and the Incumbency Advantage of Mayors – Research Experiences from Poland

2021

The objective of this paper is an attempt to answer if non-competitive elections to commune councils in Poland may be the result of incumbency advantage of mayors. The author assumes, that the effects of incumbency advantage of mayors in influence not only the competition for the office of mayor, but also the entire local political scene. Civic crowdfunding: A new opportunity for local governments

2021

Abstract In civic crowdfunding, local communities are asked to financially contribute to projects aimed at the regeneration of an area. Usually a local government acts as a co-funder. This paper employs a fuzzy set qualitative comparative analysis to discover which conditions are combined and may result in the collection of a significant amount of funds. Five conditions were selected: the nature of project, the number of backers, the number of rewards, the percentage of backers that did not require a reward and the percentage of rewards not required during the fundraising campaign. The study used a sample of 40 Italian successful civic crowdfunding rounds sponsored and match-funded by a loc…

Accrual financial reporting in the public sector: is it a reality?

2014

Although modernization of governmental accounting has led to the implementation of accrual financial reporting, budgets in most continental european countries, including spain, continue to be based on cash or modified cash methods. Consequently, cash-based and accrual- based financial information coexist. this may create problems for the full implementation of accrual financial statements. this paper analyzes the differences in practice between the results disclosed in financial and budgetary statements under both bases of accounting in order to identify to what extent accrual accounting has been implemented and to verify whether budgetary and accrual- based financial figures are significan…

Video surveillance and security policy in France: From regulation to widespread acceptance

2011

This article presents a historical account of the introduction and use of video surveillance cameras in France. Specific reference is made of the introduction of regulatory and legislative arrangements and to political debates surrounding the provision of video surveillance cameras. A feature of the French context has been a desire by national government to install cameras more widely in public places and a resistance to do so by local regions (departments). This highlights a traditional tension between central and local government in France and the significance of political rhetoric to the ongoing installation and operation of video surveillance cameras.

Stakeholders, contradictions and salience: An empirical study of a Norwegian G2G effort

2006

Author's version of a chapter in Proceedings of the 39th Annual Hawaii International Conference on Systems Sciences. Also available from the publisher at http://dx.doi.org/10.1109/HICSS.2006.436 Previous studies indicate that the expected effects of e-Government are slower to realize than initially expected. Several authors argue that e-Government involves particularly complex settings, consisting of a variety of stakeholders promoting different and often conflicting objectives. Yet, few studies have explicitly addressed the inherent challenges of this complexity. This study focuses on the extent to which contradictory stakeholder objectives can help explain the relatively slow progress of …
