This chapter compares the Italian and the Spanish case discussing the influence of having elected or appointed mayors on local government systems. Perception of Political Leadership in Local Governments in Latvia

Theme of the paper is political leadership in local governments in Latvia. The work uses secondary data analysis and case studies. The aim of the study is to find out what kind of role does the chairperson of the municipality have as a political leader and what kinds of factors are influencing him/her. The results revealed that formally the chairperson of the municipality has no decisive influence on the municipality and that both types of factors (internal and external) interact with each other limiting the political leader’s (chairperson’s of a municipality) freedom of action.

The paper is an attempt to analyze the marketing activities of selected candidates running for office in the local authorities of the Opolskie Region in 2010. A large proportion of these candidates implemented the Machiavellian principle that the end justifies the means, and they tried to win power, almost trampling over corpses, using all available methods to succeed. This paper provides an analysis of the present situation concerning local government accounting in Spain following recent reforms introduced in the early nineties. It presents a picture of the main features of Spanish local finance—budgeting and accounting, the measurement focus, and the basis of accounting—and analyses the financial reporting system adopted by Spanish municipalities. This is followed by a critical review of several weak points in the reform which in the author's view will encourage further developments.

Innovation in E-government: Analysis of municipal web pages in the Nordic countries

The article seeks to test propositions about innovation in e-government inspired by innovation theory. The tests are carried out on data from a survey of municipal web pages in the four Nordic countries of Denmark, Finland, Norway and Sweden. The research question is concerned with explaining variations among Nordic municipalities as to the features of their respective web pages. A model of innovation is developed, aiming at capturing typical features of local government as a setting for innovations in e-governance. Implementing Performance Reporting in Local Government: A Cross-Countries Comparison

ABSTRACTProviding information on economy, efficiency, and effectiveness is one of the most important innovations in local government management, with performance reporting emerging as a new component for accountability and decision-making. This article compares 17 countries to ascertain whether there is convergence between them, studying key issues in the implementation of performance reporting by local governments.
