A major part of maintaining a well-managed performance measurement system in local government is providing the infrastructure for performance management. The problem is that local officials often struggle with moving from adopting performance measures to actually using them for improving services and for making resource allocation decisions. This article responds to this struggle by presenting information on the relationships between efficiency and effectiveness measures across six local government service areas, with the goal of providing guidance on using performance measures to support strategic resource management. The effects of rationing home-help services in Spain and Sweden: a comparative analysis

In both Spain and Sweden the most important public support for older people that is provided in their own homes are home-help services. In Sweden, these programmes were expanded in years of economic growth but recently have radically declined. Spain still strives to expand them in spite of financial problems. Both countries ration these services but in different ways. Spain provides relatively few hours of help with household tasks, primarily to poor old people. At present, one to two per cent of the 65-plus population is covered. Local government is still trying to reach more people to relieve pressure on limited institutional care. Since 2014 Bagheria (Palermo) has been governed by the mayor Patrizio Cinque of 5 Star Movement (M5s). The case study of Bagheria shows how this local government works, focusing on the movement institutionalization and on the main problems faced putting in practice within a representative institution the M5S idea of political reform.
