Il capitolo rappresenta l'ambizioso tentativo di costruire un modello di sviluppo locale in grado di spiegare il "mistero della crescita" e fornire elementi di guida e di riflessione per le diverse componenti coinvolte a realizzare il cambiamento. Un aspetto viene messo in particolare luce: l'analisi quali-quantitativa sulle determinanti della profonda eterogeneità dei Sud, anche di quelli che sono geograficamente, storicamente, tradizionalmente contigui e da lungo tempo radicati in una condizione di relativa e trasversale arretratezza o apparente immobilismo. Questa eterogeneità emerge chiaramente man mano che l'attenzione si sposta ai diversi ambiti di sviluppo locale.

In this chapter we introduce the classes of polaroid-type operators, i.e., those operators T ∈ L(X) for which the isolated points of the spectrum σ(T) are poles of the resolvent, or the isolated points of the approximate point spectrum σap(T) are left poles of the resolvent. We also consider the class of all hereditarily polaroid operators, i.e., those operators T ∈ L(X) for which all the restrictions to closed invariant subspaces are polaroid. The class of polaroid operators, as well as the class of hereditarily polaroid operators, is very large. In Chapter 1, we have analyzed the structure of pip-spaces from the algebraic point of view only, (i.e., the compatibility relation). Here we will discuss primarily the topological structure given by the partial inner product itself. The aim is to tighten the definitions so as to eliminate as many pathologies as possible. The picture that emerges is reassuringly simple: Only two types of pip-spaces seem sufficiently regular to have any practical use, namely lattices of Hilbert spaces (LHS) or Banach spaces (LBS), that we have introduced briefly in the Introduction. Synthesis of new hybrid 1,4-thiazinyl-1,2,3-dithiazolyl radicals via Smiles rearrangement

The condensation reaction of 2-aminobenzenethiols and 3-aminopyrazinethiols with 2-amino-6-fluoro-N-methylpyridinium triflate afforded thioether derivatives that were found to undergo Smiles rearrangement and cyclocondensation with sulphur monochloride to yield new hybrid 1,4-thiazine-1,2,3-dithiazolylium cations. The synthesized cations were readily reduced to the corresponding stable neutral radicals with spin densities delocalized over both 1,4-thiazinyl and 1,2,3-dithiazolyl moieties. peerReviewed
Performance Management in Local Government: The Application of System Dynamics to Promote Data Use

The purpose of this article is to demonstrate how system dynamics can be used to enrich performance management in local government, focusing specifically on how the development of conceptual and simulation system dynamic models can foster a shared view of the relevant system among stakeholders to overcome factors that limit data use. Responding to this purpose, we present a normative case study on how key drivers can be used to foster a shared view of the residential refuse collection system for supporting policy and process changes. A major finding from our research, however, is that performance management cannot overlook the broader forces of citizenship outcomes that impact the community.
A dynamic performance management approach to support local strategic planning

In spite of efforts devoted in the last decades to local strategic planning, such field of research and practice has been frequently characterized by a lack of implementation. We argue here that this phenomenon is due to the limitations of the static and linear approach to local strategic planning in fostering the development of common shared view among policy makers on the relevant system's structure and behavior. Numerical Recovery of Source Singularities via the Radiative Transfer Equation with Partial Data

The inverse source problem for the radiative transfer equation is considered, with partial data. Here we demonstrate numerical computation of the normal operator $X_{V}^{*}X_{V}$ where $X_{V}$ is the partial data solution operator to the radiative transfer equation. The numerical scheme is based in part on a forward solver designed by F. Monard and G. Bal. We will see that one can detect quite well the visible singularities of an internal optical source $f$ for generic anisotropic $k$ and $\sigma$, with or without noise added to the accessible data $X_{V}f$. Many commonly used data-mining techniques utilized across research fields perform poorly when used for large data sets. Sequential agglomerative hierarchical non-overlapping clustering is one technique for which the algorithms’ scaling properties prohibit clustering of a large amount of items. Besides the unfavorable time complexity of O(n 2 ), these algorithms have a space complexity of O(n 2 ), which can be reduced to O(n) if the time complexity is allowed to rise to O(n 2 log2 n). How and Why to Start and Run a SIGCHI Local Chapter

There is a vast and increasing interest towards local HCI communities around the globe and in particular on geographical areas in which HCI has only recently started to gain increasing interest by local industries as well as academic institutions. A SIGCHI Local Chapter is one of the ways a local HCI community can organize and get visibility and support for their activities. However, many active volunteers in this field might not be aware of this possibility. The main goal of the Chapters' SIG in CHI'15 is to inform interested parties of SIGCHI Local Chapters and to find ways in which SIGCHI could better support local HCI communities with their various needs all over the world.
