Abstract: This article falls within the scope of an action-based research project conducted at the Dijon School of Medicine. It focuses on the medical FASP genre as a potential pedagogical tool From December 2009 to April 2010, I asked 10 experienced health care professionals from various fields of medical practice, who had obtained an inter-university diploma in medical English, to fill in a questionnaire. In the global world of international communication, employers or institutions that wish to determine the language skills of non-native speakers of English usually turn to generalist proficiency tests such as the TOEFL (Test of English as a Foreign Language) or the slightly more business-oriented TOEIC (Test of English for International Communication). Utilization of GHM in budget allocation leads to a reduction of strategic behaviors and restores equity between hospitals. However, heterogeneousness of GHM, with subgroups, is also generating perverse effects. The contractual economical analysis, applied to the statistical modelization of Quantin et al. (1995), underlines how the opportunist behaviors can be reduced. As the PMSI is almost unanimously adopted and considered as an irreversible investment, this approach generates questions on ways to improve the tool.
