Road Traffic presents a high dynamism which makes necessary the development of traffic management and control strategies to improve traffic flows and more important, road safety. Energy Management Systems and tertiary regulation in hierarchical control architectures for islanded microgrids

In this paper, the structure of the highest level of a hierarchical control architecture for micro-grids is proposed. Such structure includes two sub-levels: the Energy Management System, EMS, and the tertiary regulation. The first devoted to energy resources allocation in each time slot based on marginal production costs, the latter aiming at finding the match between production and consumption satisfying the constraints set by the EMS level about the energy production in each time slot. From Rhetoric to Practice: The Case of Spanish Local Government Reforms

This paper aims to explore what performance management tools are implemented in practice in Spanish local governments and whether they have led to an improvement in public management and accountability. We also analyse the usefulness of performance reporting, comparing it with that of accrual financial reporting. The results show that most of the entities that have introduced performance indicators do not use them for decision-making or accountability. After two decades of reforms in financial and management systems, financial directors still consider that budgetary reporting is the most useful, basically because the control of expenditure is still based on the budget.

The medieval Kingdom of Valencia (Spain) was a European feudal society born in the thirteenth century out of the military conquest of the east of al-Andalus by the Crown of Aragon. This work focuses on the social organization of irrigation institutions in the thirteenth, fourteenth, and fifteenth centuries, which replaced the water management systems in use during the Andalusi period. High Accuracy Modelling of Hybrid Power Supplies

This chapter proposes a modelling approach based on the PSIM/Simulink co-simulation toolbox for hybrid power supplies, featuring high accuracy. Hybrid source performances are fully tested during behavioural simulations. The importance of high-accuracy modelling is investigated and modelling guidelines for both power sources and load are given for further applications.
