Abstract The following is a translation from a paper by Freund published in two parts almost exactly 100 years ago. It is based on a talk he gave on February 23rd, 1888 at a meeting, chaired by Wernicke, of the Society of East German Psychiatrists at Breslau. A brief report of the proceedings of the meeting appeared in the same year under the title Einige Grenzfalle zwischen Aphasie und Seelenblindheit (Some borderline cases between aphasia and agnosia) (Freund, 1888). This is presumably why the first part, published in 1889, has the heading II before its title Ueber optische Aphasie und Seelenblindheit.

This section offers an overview of how EU institutions have been affected by crises and how they have coped with them. The section finds that EU institutions have responded to polycrisis mainly by “muddling through” based on familiar ways of governing and by introducing incremental changes, and in some cases, also heading forward with new institutional arrangements or structures. The section hardly finds evidence of institutional breakdown or even of minor reductions in the role of EU institutions—either vis-a-vis other EU institutions or vis-a-vis member state institutions. This chapter sums up the main findings in the four papers discussing the impact of various external crises on the development of the EU’s Common Foreign and Security Policy, the CFSP. Chapters discuss the EU’s foreign and security policy responses to the Russian annexation of Crimea and the ongoing war in Ukraine, the EU’s crisis management capacities, and the impact of crises on EU–US relations. Despite member states’ traditional reluctance to integrate further in this domain of EU policy, the CFSP is not breaking down. Do Sign Language Videos Improve Web Navigation for Deaf Signer Users?

The efficacy of video-based sign language (SL) navigation aids to improve Web search for Deaf Signers was tested by two experiments. Experiment 1 compared 2 navigation aids based on text hyperlinks linked to embedded SL videos, which differed in the spatial contiguity between the text hyperlink and SL video (contiguous vs. distant). Deaf Signers’ performance was similar in Web search using both aids, but a positive correlation between their word categorization abilities and search efficiency appeared in the distant condition. This paper presents the experience of the authors in teaching the Matlab™ software to students with different levels of academic training, even though all of them belong to the field of Science. Matlab™ is a worldwide standard in technical programming and computing, and its use is still growing; therefore, it is taught in many different university degree programs (Physics, Mathematics, Engineering, etc.). Navigation Acts and the integration of North Baltic shipping in the early nineteenth century

This article discusses how Navigation Acts affected shipping and commodity trade from and to the Northern Baltic during the early nineteenth century. We use Finnish shipping and foreign trade as an example of trade integration at the time. Finland can be used as a ‘laboratory case’ to study the importance of the Navigation Acts, as the eastern part of the area followed Russian legislation without the Navigation Act to restrict shipping to domestic vessels, while the western part followed Swedish legislation with strict protection through the Swedish version of the Act ( Produktplakat). This paper considers the problem of designing an observer for navigation and localization of inertial systems. Since the measurement systems used in this field have a low update rate with respect to the control algorithm, the design of a suitable observer with sampled measurements is required. Here a hybrid non-linear observer is proposed, combining two different observers with different characteristics. Estimate of the alpha parameter in an oat crop under rain-fed conditions

In this article, we estimated the alpha parameter of the Priestley–Taylor model under rain-fed conditions. This study was conducted in an oat crop, from 7 September to 22 October 2009, in a region of subhumid plains (Tandil, Argentina). An energy balance station was installed within the experimental field to monitor its development. The alpha parameter value obtained was 1.41 ± 0.01, which led to an overestimation of the evapotranspiration of just 2% and a relative error in estimating evapotranspiration of 8%. The motion of the Galileo and GPS satellite constellations is simulated in Schwarzschild space-time, whereas photons travel in Minkowski space-time.
