Theorising about barriers to open e-learning systems in public administrations

Abstract Barriers to the general use of e-learning technology are known across various contexts. Despite increasing efforts to clarify the range of these barriers, few efforts have been made to advance the theorising about them and, thus, to answer why and how they unfold. This study is motivated to overcome this unaddressed problem and develops a process model based on adaptive structuration theory (AST) and the punctuated socio-technical change model (PSIC). Fractal geometry for measuring and modelling urban patterns

Urban growth generates nowadays patterns, which look rather irregular. Planning policy regrets the lack of compactness and density of these agglomerations, but controlling urban sprawl turns out to be difficult. Obviously a new type of spatial organisation emerges, which is rather the result of a self-organisation process to which a high number of social agents contribute. The Latvian Student fraternity Fraternitas Lettica, accompanied by its guard of honour, arrives at the Riga Forest Cemetery to participate in the unveiling of the tombstone of its member, Alfrēds Būmanis, Latvian lawyer and professor of law at the Faculty of Economics and Law of the University of Latvia. The unveiling of the tombstone coincides with the collapse of the USSR and the restoration of Latvia's independence.
