Institutional Dynamics in International Organizations: Lessons from the Recruitment Procedures of the European External Action Service

2014

Author's version of an article in the journal: Organization Studies. Also available from the publisher at: http://dx.doi.org/10.1177/0170840614544558 This article examines how organizational designs develop by proposing a novel theoretical framework that views organizational change as resulting from a dialectic process between interpretive agents. The key claim is that existing formal procedures (such as recruitment processes, our empirical focal point) are subject to involved actors’ interpretive efforts. This results in a bargaining situation based on the interpretations of the principal actors, which may induce a feedback loop whereby the original procedures are amended. The empirical re…

The institutional pillars of management accounting function

2009

PurposeThe purpose of this paper is to theorize the institutional pillars of management accounting function.Design/methodology/approachThe paper adopts a comparative case study approach.FindingsInstitutional pillars of management accounting are explored on the basis of two longitudinal case studies. Competitive/economic forces and three analytical elements of institutional theory are composing institutions: regulative, normative and cultural‐cognitive pillars. Each element is important, and all of them may work in combination, but they operate through distinctive mechanisms and processes. This paper illustrates how they provide the basis for compliance, order and the legitimacy of not the w…

The EU's New Economic Governance Framework and Budgetary Decision‐Making in the Member States: Boon or Bane for Throughput Legitimacy?*

2021

The euro crisis has sparked changes in the EU's economic governance framework and a crisis of legitimacy across the union. While the institutional repercussions of the crisis have been studied before, the democratic impact at the national level has received much less attention. This paper aims to fill this gap, focusing on the procedural changes that the EU's new economic governance (NEG) framework has brought to national budgetary decision-making. Building upon the Varieties of Democracy framework, the paper adds empirical nuance and conceptual clarity to the notion of 'throughput legitimacy' and its components: openness, inclusiveness, transparency and accountability. Detailed case studie…

Is R&D Enough to Take Advantage From External Knowledge?: Focusing on Coordination Mechanisms

2014

The purpose of this paper is to analyze the role of research and development (R&D) and coordination mechanisms (such as decentralization in decision-making and formalization of organizational processes) in the transformation of external knowledge into innovation results. We use survey data for performing standard ordinary least squares regressions in a representative sample of firms from the Spanish Ceramic Tile Industry. The results suggest that R&D is an important moderator influencing the relationship between acquiring external knowledge and innovation outcomes. Second, formalization tends to have a detrimental effect in the transformation of external knowledge into innovation outputs. T…

Basis for a general theory of organizations

2011

Purpose – The purpose of this paper is to identify the conceptual basis shared by different theories, regardless of the unit of analysis they specifically adopt. The different ontological choice (or different segment of reality studied by each theory) does not hinder conceptual common ground for a good number of organisational theories.Design/methodology/approach – The paper highlights the importance of hierarchical, social and institutional relations and of the technological, cognitive, social and institutional contents. It looks at the common conceptual contents of the two main theories examined, and those of a wide set of other theories addressed here. Both of the theories examined are i…

Genomic imprinting and neurodevelopment

2021

Abstract During mammalian development, most genes are equally expressed from both the maternal and the paternal alleles. However, a minority of genes known as “imprinted genes’” are expressed or silenced from either the maternal or the paternal homologue, resulting functionally monoallelic. This process known as “genomic imprinting” is essential for normal development and shows tissue and developmental-stage specificity, suggesting a key role in gene dosage fine-tuning. Furthermore, genomic imprinting is highly prevalent in the brain, and many genes with a key role in pre- and postnatal neurodevelopment are expressed in a parent-of-origin specific manner in the central nervous system. The “I” between G and C: E-Government intermediaries in developing countries

2011

Published version of an article from the journal: The Electronic Journal of Information Systems in Developing Countries. Also available from the publisher: http://www.ejisdc.org/Ojs2/index.php/ejisdc/article/viewFile/826/371 While there has been a rapid growth in e-Government initiatives in developing countries, whether it has led to providing effective government services to the citizens has remained a question of concern. Evidence suggests that this objective is far from being met. The main hurdle has been that an overwhelming part of the citizens in these countries do not have the capability to either access government information physically or to use it effectively even when they can ac…

Proposing an Entrepreneurial Process for the Co-creation of IT Value

2014

Published version of a chapter from the book M. Janssen, H. Scholl, M. Wimmer & F. Bannister (Eds.), Electronic Government : Springer Berlin Heidelberg, 2014. Also available on SpringerLink: http://dx.doi.org/10.1007/978-3-662-44426-9_26 Co-creation of IT value has received substantial focus from the IS research community over the past years. However, few if any have studied this phenomenon from a process perspective, and our understanding of the processes leading to successful co-creation is therefore limited. To address this shortcoming, we studied a complex, e-government case involving 38 government agencies intending to co-create value from a common IT platform. We used a mixed method a…

NATIONAL AGENCIES IN THE EUROPEAN ADMINISTRATIVE SPACE: GOVERNMENT DRIVEN, COMMISSION DRIVEN OR NETWORKED?

2009

Submitted version of an article published in the journal: Public Administration. Published version available at Wiley InterScience: http://dx.doi.org/10.1111/j.1467-9299.2009.01779.x In terms of national agencies in the European administrative space, case studies indicate that national governments may be partly split so that national (regulatory) agencies operate in a 'double-hatted' manner when practising EU legislation, serving both ministerial departments and the European Commission. Applying large-N questionnaire data, this article follows up these studies by investigating how important various institutions are with respect to influencing national agencies when they are practising EU le…
