Risk narrations and perceptions in the COVID-19 time. A discourse analysis through the Italian press

2020

This paper explores how the risk related to the pandemic of COVID-19 was managed, narrated and perceived in Italy during the lockdown phase, from February until June 2020. To reach this aim, the study provides a discourse analysis of three main level: the official institutional discourses declaimed by the government and the health authority; the risk narration spread through the diaphragm of the Italian press, and specifically through two of the most-read newspapers in Italy (Repubblica and Corriere della Sera) and their related weeklies (Venerdì di Repubblica and Sette); finally, the diverse reactions and perceptions to the risk coming from the most affected and most vulnerable subjects, c…

Nordic Higher Education in Flux: System Evolution and Reform Trajectories

2019

AbstractThis chapter provides a brief description of how the four national systems included in this study—Denmark, Finland, Norway, and Sweden—are currently organised and structured. In doing so, it illuminates several specific features such as the types and sizes of the institutions, enrolment patterns, performance measures, and funding. In addition, the chapter gives a snapshot of how higher education systems have evolved historically by shedding light on policy dynamics from the late 1990s to 2013, the baseline period for the FINNUT comparative study, the research project that provides the basis for this edited volume. This is followed by a section describing the aim, methods, theoretica…

The implementation of new special education legislation in Finland

2014

This article examines the implementation of new special education legislation in Finland among students with significant disabilities. The data consist of a nationwide survey and field observations. In the analysis, a policy implementation framework is utilized as a theoretical lens. The findings suggest that schools and municipalities that had participated in long-term development projects had more capacity and willingness to reform special education practices substantially, suggesting that learning in one policy area can transfer to other domains across multiple levels of national and local governments. The key findings highlight the significance of professional trust as a policy instrum…

Platformed Interactions: How Social Media Platforms Relate to Candidate–Constituent Interaction During Finnish 2015 Election Campaigning

2020

Interaction between candidates and constituents via social media is a well-studied domain. The article takes this research further through a synthesis with platform studies, emerging scholarship that applies a critical perspective to the role of digital platforms in society. Examination of candidate–constituent interaction via Twitter and Facebook during the 2015 Finnish parliamentary elections revealed that the types of interaction differ between the two platforms: Facebook was used for formal campaigning and for praising and expressing support, while Twitter was utilized for information and for seeking and sharing opinions. An additional finding is that interaction approaches may be plat…

Citizenship, populism and social work in the Finnish welfare state

2020

This chapter ties together discussions of citizenship and social work practice in the context of growing populist and neoliberal political trends in Finland. These political trends are manifested in populist right-wing nationalist movements on the one hand, and in the neoliberal dismantling of the welfare state on the other. Both political trends – right-wing nationalist populism and neoliberalism – tend to separate people into two groups: those who are ‘deserving’ and those who are ‘undeserving’. Simultaneously, the dynamics of globalisation have radically changed nation states and their traditional concepts of citizenship and related social rights. There is thus a need to redefine the und…

Populisms Latvijas politisko partiju diskursā laika periodā no 1993. līdz 2011. gadam

2015

SHAPING A COLLABORATION: THE SPITZENKANDIDATEN PROCEDURE AS A TRANSPARENT BEST PRACTICE

2015

Presentation on department page: http://www.uia.no/no/portaler/om_universitetet/oekonomi_og_samfunnsvitenskap/statsvitenskap_og_ledelsesfag/ forskning_isl/isl_working_papers_series ABSTRACT: The spitzenkandidaten procedure has been described as a coup d’état of the parliament against the council; a counter-revolution of the S&D against the PPE; something short of an illegal move against the treaties. This paper addresses these concerns in the following way. Firstly, a description of the origins and the development of the spitzenkandidaten procedure will be provided. A closer look at the process leading to this procedure will help to better understand its nature. The new procedure for the el…

The European Union’s development policy: a balancing act between ‘a more comprehensive approach’ and creeping securitisation

2012

Presentation on department page: http://www.uia.no/no/portaler/om_universitetet/oekonomi_og_samfunnsvitenskap/statsvitenskap_og_ledelsesfag/ forskning_isl/isl_working_papers_series ‘Security’ has become prominent in official EU development discourse in recent years, and references to security concerns are routinely included in policy statements and documents. Our objective in this paper is to determine whether security concerns have had a growing influence over EU development policy and aid allocation. If so, we are interested in whether this trend can properly be understood as ‘securitisation’ in the critical sense that resources are being diverted away from socio-economic development, or …

Organized systems and the ambiguities of behavior and change. Lessons from universities and jazz orchestras

2013

Presentation on department page: http://www.uia.no/no/portaler/om_universitetet/oekonomi_og_samfunnsvitenskap/statsvitenskap_og_ledelsesfag/ forskning_isl/isl_working_papers_series Institutional change entails balancing multiple competing, inconsistent and often loosely coupled demands and concerns, often simultaneously. The ambition of this chapter is to discuss how organizations balance seemingly conflicting patterns of behaviour and change. Two common dynamics often observed in organizations are discussed below: First, organizations viewed as sets of formal structures and routines that systematically bias organizational performance and change, and secondly, organizations as loosely coupl…

European Union Foreign Policy after the Treaty of Lisbon:Chartering the Contours of the European External Action Service

2013

Presentation on department page: http://www.uia.no/no/portaler/om_universitetet/oekonomi_og_samfunnsvitenskap/statsvitenskap_og_ledelsesfag/ forskning_isl/isl_working_papers_series The EU’s newly established diplomatic service, the European External Action Service (EEAS), has attracted research interest from several sub-disciplines in political science and law. Two gaps in the contemporary literature, however, persist: i) a lack of empirical data on the establishment and organisation of the service, and ii) a dearth of theoretical research programmes that aim at ‘contextualizing’ the EEAS within broader conceptual debates in international relations, public administration, and law. This rese…
