L'inauguration du musée d'art moderne et d'art contemporain de Nice en 1990

The inauguration of the Nice Museum of Modem and Conteporary Art in 1990, Philippe Poirrier. On 8 April 1990, the Franco-American sculptor Annan refused to inaugurate the retrospective of his work at the new Modem and Contemporary Art Museum of Nice in company of Jacques Médecin, mayor of Nice. The reason was the mayor's complecency vis-à-vis the National Front's theses. The incident originated a local and then a national affair that in which the artists, the elected officials of the Côte d'Azur and the minister of Culture, Jack Lang, were involved. The debate clearly illustrates some of the political stakes involved in cultural policies in France.

The Mechanics of Progress in Education: Evidence from Cross-Country Data

The document examines first the relationship between a number of indicators concerning a country system of education (global and per-pupil public resources by level of schooling, education coverage, quality of educational outcomes, efficiency in student flow, external efficiency, equity by gender and in resource allocation, ..) and and its environment (overall sector context, demographic pressure fiscal, capacity, structure of employment, ..) on the one hand, its level of economic development on the other. An adult life cycle perspective on public subsidies to higher education in three countries

Studies of the incidence of public susidies to higher education have commonly disregarded adjustements to an appropriate age range in the parental reference populations. Even where the need for such adjustements is noted, implications have rarely if ever been systematically analyzed. Moreover, no attention whatsoever seems to have been paid to implications for adult life-cycle experiences let alone secular changes in experiences over successive cohorts. The present paper seeks to fill part of these gaps, drawing on relevant parts of our research on "the political economy of government support of higher education : studies in Chile, France and Malaysia".

The Strategy Used by High-Performing Asian Economies in Education : Some Lessons for Developing Countries

International audience; The paper examines the main features of the educational policies followed over the last three decades by high-performing Asian economies. The educational strategy is contrasted with that of the other countries located in the same region. The issues analyzed concern the emphasis placed on the different levels of schooling, the choices made in terms of quantity and quality of education, the schemes used to finance education at the different levels and the choice of school inputs toward efficiency and equity.

Indeed, the estimation standard methods usually rely on strong assumptions that exclude partially or completely the interaction effect both in the selection process of beneficiaries and in the performance of the policy.
