Shared Administration for Smart Cities

Within the paradigm of Smart Cities, the role played by urban communities is becoming ever more crucial. This chapter, in particular, explores the paradigm of “Shared administration” as the most effective urban governance model that helps urban communities to operate as smart communities taking care and regenerating common urban spaces. According to this administrative culture, the “Regulation for collaboration between citizens and administration” and the “Pact” are measures to implement practical opportunities to empower citizens, to free their energies and to enhance their knowledge and competences in a renewed alliance with the public institutions.

Abstract. Previous research indicates that user comments serve as exemplars and thus have an effect on perceived public opinion. Moreover, they also shape the attitudes of their readers. However, studies almost exclusively focus on controversial issues if they explore the consequences of user comments for attitudes and perceived public opinion. Utilisation du numérique par les enseignants à l’université : description et analyse des facteurs explicatifs

Dans cet article, nous nous intéressons à la nature des technologies de l’information et de la communication (TIC) mobilisées par les enseignants universitaires pour enseigner et aux facteurs explicatifs de cette utilisation. Nous procédons d’abord à un éclairage théorique notamment concernant les concepts de « TIC » et d’« utilisation ». Puis, à l’appui des données recueillies en mai 2016 auprès de 248 enseignants d’une université française, nous montrons que les TIC mobilisées par les enseignants à l’intérieur, mais aussi en dehors des heures de cours, sont plutôt d’ordre générique en opposition aux technologies plus sophistiquées. Dans le champ des Relations internationales, Vincent Pouliot développe une théorie du praticable comme une théorie « matérielle » de la pratique, complémentaire à celle des conséquences, de la convenance, de l’argumentation. La logique du praticable serait paradoxalement la base non théorique de toutes les théories en ri. Comment l’approche de Pouliot, inspirée par les travaux de Bourdieu, se prête-t-elle à ce genre d’exercice ? Deux questions me semblent essentielles pour une analyse sociologique de la pratique en ri d’un point de vue « webero-bourdieusien » : le rôle du politique et de la domination, puis la logique de la pratique.

Higher education and economic development in the OECD: policy lessons for other countries and regions

ABSTRACTThis paper sheds light on the role of tertiary or higher education in economic development across two successful OECD case studies: Finland and South Korea. A number of key aspects are discussed, from the nature of the social contract between higher education and the economy to the endogenous characteristics of domestic higher education to the links between the sector and regional development, innovation and the labour market. The lessons learned are of importance to policy makers and institutional planners across the world, not least to less developing nations and regions, due to the unprecedented opportunities brought by a global, knowledge-based economy.
