Re-thinking Nicholas J. Spykman : from historical sociology to balance of power

This article examines Nicholas J. Spykman’s scholarship beyond geopolitics and International Relations (IR). Because his works have mainly been studied through these prisms, I argue that we have overlooked the most important underlying current of his work: historical sociology. As a result, the prevailing view of him is overtly narrow. When Spykman’s scholarly output is examined from the 1920s to 1940s, an entirely different view of Spykman emerges. Essentially, his fundamental understanding of world affairs derived from the German sociologist Georg Simmel’s theories. One health (OH) approaches have increasingly been used in the last decade in the fight against zoonotic neglected tropical diseases (NTDs). However, descriptions of such collaborations between the human, animal and environmental health sectors are still limited for French-speaking tropical countries. The objective of the current survey was to explore the diversity of OH experiences applied to research, surveillance and control of NTDs by scientists from French-speaking countries, and discuss their constraints and benefits. Whether politics is a separate sphere or an aspect of human action is a subject of academic controversy. I focus here on the political aspect of action, which is not exclusive of other aspects. There are no ‘naturally political’ issues nor is there anything completely devoid of a political aspect. I am now taking a step backwards to discuss the seemingly simple ‘political or not’ question, as compared to the ‘political in which sense’ question, which I have discussed elsewhere. The Spanish republican project that came into power in 1931 relied on a strong support of the cultural world. Written media were used to spread its reforms that it supported. In political and literary circles, numerous publications were released by established writers as well as by the witness of this period. The publication of newspapers went on during the Civil War. Even the boats that transfered the refugees to Mexico, had three publications that proclaimed the necessity of staying united after the arrival. This intention was implicit in the school newspapers of the four Spanish schools in the Mexican capital and helped to keep track of Spain’s presence as a common referent.
