The article addresses the ongoing debate about the origins of biopolitics. While Foucault’s analysis of biopolitics approached it as a modern rationality of government, Agamben’s Homo Sacer series presented biopolitics as having a longer provenance, dating back to the antiquity. These polar positions are not mutually exclusive but coexist in these and other theories of biopolitics, which approach its object as both modern and ancient, having its chronological origin in the eighteenth to nineteenth centuries yet also possessing a prehistory of precursors. By discussing the concept of development itself, authors propose two synthetic indexes relying on estimation of potential: Development Space Value and Development Space Creation Under the weak hypothesis that any successful development improves future possibilities, changes in potential are a good development measure. In their path, authors show how development space is tied with freedom: a shrink in it results mechanically in indexes fall. So, "sustainable" and "economic" become two sides of same piece rather than enemies. Reliable in simulations, the approach is to be tested in real conditions, to verify full data availability and to secure calculating methods.

Problem Transformation Methods with Distance-Based Learning for Multi-Target Regression

Multi-target regression is a special subset of supervised machine learning problems. Problem transformation methods are used in the field to improve the performance of basic methods. The purpose of this article is to test the use of recently popularized distance-based methods, the minimal learning machine (MLM) and the extreme minimal learning machine (EMLM), in problem transformation. The main advantage of the full data variants of these methods is the lack of any meta-parameter. The experimental results for the MLM and EMLM show promising potential, emphasizing the utility of the problem transformation especially with the EMLM. peerReviewed

Background Menopausal transition exposes women to an early decline in muscle force and motor function. Changes in muscle quality and function, especially in lower limbs, are crucial, as they expose individuals to increased risk of falls. A Cauchy viscoelastic problem perturbed by an inverse-square potential, and posed in an exterior domain of RN, is considered under a Dirichlet boundary condition. Using nonlinear capacity estimates specifically adapted to the non-local nature of the problem, the potential function and the boundary condition, we establish sufficient conditions for the nonexistence of weak solutions.
