Public sector is a large consumer for software. In countries such as Finland, many of the systems are made to order by consultancy companies that participate in public tenders. These tenders initiated by the state, cities, and other public sector organizations. Furthermore, as public sector tasks are often decomposed to various actors, each and every one of them makes their purchase based on their own needs. Heading at Enabling Settings for Learning

The paper draws on two cases of learning settings that were converted to meet up-to-date educational requirements within these learning contexts. The authors address the role of stakeholder perspectives. Focusing on the learning situation, they present an articulation tool to aid dialogue between key stakeholder perspectives in a (re)design process. Dialogue is a way to figure out relevant issues and to establish the common ground between participants. The goal of a redesign process is that user requirements are well understood, and the design is embedded into local practices, informed of constraints and aware of potential opportunities regarding educational technology.

Digitalization and Evolution of Business Model Pathways Among Japanese Software SMEs

This chapter analyzes five Japanese software small and medium-sized enterprises (SMEs) to better understand how their decision-making pathways inside the organization evolve as they develop new business models. Event-state mapping method was applied to analyze the business model pathways of the case firms. We found that once triggered, pathways included various actors and a series of steps until an outcome, the new business model, was reached. The findings indicate that the decision pathways to new models became increasingly complex over the years and the number of individuals and teams involved increases as business model evolved further. peerReviewed
