Abstract Background The aim of this study was to assess nurses’ self-reported confidence in their professional skills before and after an extensive Emergency Department (ED) reform in Kanta-Häme Central Hospital. Methods Emergency nurses participated in transitional training commencing two years before the establishment of the new organization in 2007. Training was followed by weekly practical educational sessions in the new ED. During this process nurses improved their transition skills, defined house rules for the new clinic and improved their knowledge of new technology and instruments. Response to intervention (RTI) can be considered an everyday practice in many parts of the United States, whereas, in Finland, only recently has a new framework for support in learning taken shape. Choosing Finland as the comparative partner for this policy paper is justified as its educational system has been widely referenced on the basis of good Programme for International Student Assessment (PISA) results. This comparative study aimed to compare factors that are associated to the risk of dropping out of school amongst students from lower secondary school (12-16) in France (Aquitaine) and Quebec (Estrie). Results indicate that the factors that differentiate at risk and non at risk students are personal, family and school factors with a predominance of school factors whichever the country. This research work confirms the complexity of factors that impact on early school leaving and the necessity of devising multi-level interventions while considering the diversity of school droppers.
