Timeliness of Open Data in Open Government Data Portals Through Pandemic-related Data: a long data way from the publisher to the user

2020

The paper addresses the “timeliness” of data in open government data (OGD) portals. It is one of the primary principles of open data, which is considered to be a success factor, while at the same time it is one 0f the biggest barriers that can disrupt users trust in data and even the desire to use the entire open data portal. However, assessing this aspect is a very difficult task that, in most cases, becomes an impossible for open data users. There is therefore a lack of comparative studies on the timeliness of data of different national open data portals. Unfortunately, 2020 gave the opportunity to find out this. It became easy enough to compare how long is the data path from the data hol…

A multi-perspective knowledge-driven approach for analysis of the demand side of the Open Government Data portal

2021

Abstract Open data are freely available and can be used by every stakeholder for its own purposes. However, the practice demonstrates that it is important to ensure that the source from which they are available is usable and facilitates the re-use of data to the widest possible range of stakeholders. This task is carried out by open government data (OGD) portals. Therefore, this study proposes a multi-perspective approach where an OGD portal is analyzed from (1) citizens' perspective, (2) users' perspective, (3) experts' perspective, and (4) state of the art. By considering these perspectives, we can define how to improve the portal in question by focusing on its demand side. In view of the…

OWL Orthogonal Extension

2012

It is critical for knowledge bases to capture the reality in direct and intuitive way. OWL ontology language was designed for this goal. In this paper we study the limitations of the OWL open world semantics for the task of knowledge capture and retrieval. We propose a new mechanism based on the closed world semantics that alleviates part of the limitations. Further we describe a system where both OWL and the new mechanisms interoperate together. Finally, we outline some immediate applications and further research directions.

A GENERAL FRAMEWORK FOR A STANDARDIZED COMPETENCE ASSESSMENT PROCEDURE

2017

The methodological rigour in the competence assessment represents a strategic choice to achieve a successful promotion of human capital. The role of personal and professional competences has been recognized in every professional areas and a huge number of studies have contributed to better understand how competence affect individual and organizational behaviour and what are the best methods to assure its effective assessment. The paper aims to propose an operative and standardized competence assessment procedure coherent with the more recognized international qualification frameworks, even if allowing customized reports. The proposed procedure is the result of the operationalization of a ge…

Developing and using tasks for the assessment of speaking

2019

This article provides an overview of the development and use of tasks for the assessment of speaking. It first addresses the key role of the assessment of the skill of speaking within language assessment in general and in the context of teaching and learning foreign languages. Then, it discusses how social changes and research have reshaped the way speaking is defined and operationalized, and focuses on how speaking can be assessed more validly and reliably today. The central role of tasks is also discussed, together with the importance of taking into consideration the implications and impact of different task characteristics. Some recommendations for the development of useful and meaningfu…

Project Selection by Constrained Fuzzy AHP

2004

The selection of a project among a set of possible alternatives is a difficult task decision makers have to face. Difficulties in selecting a project arise because of the different goals involved and because of the large number of attributes to consider. Our approach is based upon a fuzzy extension of the Analytic Hierarchy Process (AHP). This paper focuses on the constraints that have to be considered within fuzzy AHP in order to take in account all the available information. This study demonstrates that by considering all the information deriving from the constraints better results in terms of certainty and reliability can be achieved.

Some results about operators in nested Hilbert spaces

2005

With the use of interpolation methods we obtain some results about the domain of an operator acting on the nested Hilbert space {ℋf}f∈∑ generated by a self-adjoint operatorA and some estimates of the norms of its representatives. Some consequences in the particular case of the scale of Hilbert spaces are discussed.

Expansion cone for the 3-inch PMTs of the KM3NeT optical modules

2013

[EN] Detection of high-energy neutrinos from distant astrophysical sources will open a new window on the Universe. The detection principle exploits the measurement of Cherenkov light emitted by charged particles resulting from neutrino interactions in the matter containing the telescope. A novel multi-PMT digital optical module (DOM) was developed to contain 31 3-inch photomultiplier tubes (PMTs). In order to maximize the detector sensitivity, each PMT will be surrounded by an expansion cone which collects photons that would otherwise miss the photocathode. Results for various angles of incidence with respect to the PMT surface indicate an increase in collection efficiency by 30% on average…

Two-wave interferences space-time duality: Young slits, Fresnel biprism and Billet bilens

2017

International audience; Taking advantage of the analogy that can be drawn between the spatial and temporal propagations, we explore two-wave temporal interference in textbook cases such as Young's double slits, Fresnel's biprism and Billet's bilens. We illustrate our approach by numerical simulations for short pulses propagating in dispersive optical fibers with parameters typical of those found in modern optical telecommunications.
