Today, populism has gradually become one of the most talked about, most studied phenomena, both within and beyond academia. Most studies of populism focus on its conceptualisation, operationalisation, measurement or its outcomes. However, adding to the growing empirical analysis of populism, we propose to study populism as a regional-level phenomenon and explain regional patterns of variation in the populist demand. The Architecture of a Complex System: The Oradea Metropolitan Area in Romania

This chapter approaches the experience of inter-municipal cooperation in the metropolitan area corresponding to one of Romania’s largest cities. It shows that, in a national context not yet ready for the notion of metropolitan authority, making metropolitan cooperation work and achieving palpable results in terms of economies of scale and scope in service delivery require the setting up of a very complex structure. Their features are very wide, depending upon the entity that creates them, their regional scope, the issues they deal with, the ruling strength of their agreements, etc. Among them, international bioethics committees are particularly relevant due to the huge impact of their work on global public opinion, as well as on the policies approved by governments all around the world. Assessment of Social Services’ Disaster Risk Management: Case Finland

Local actors are crucial in disaster risk management; thus, their capacities should be assessed periodically. In this study, local social services’ preparedness plans were assessed using Emergency Management Program Measurement and quantitative document analysis. The specific aim was to study how social service areas of various sizes were prepared for disasters in Finland. Explaining non-adoption of electronic government services by citizens. A study among non-users of public e-services in Latvia

This paper analyses citizen motives for not using electronic government services. Using qualitative interviews among users of Citizens´ Service Centers in Latvia, this paper analyses the motives of citizens not to use electronic government services but to rely on non-electronic equivalents or on in-person assistance. It expands the literature on e-commerce and e-government through an explicit focus on non-adoption rather than adoption. Findings show a higher than expected importance of hardware and internet availability, as well convenience factors as important reasons for non-adoption. Economic literature has been unable to demonstrate that private management is more efficient than public management, so there must be other reasons that lead governments to privatize the service.
