Old-age protection for women in the Spanish pension system

2013

The example of Spain confirms the common view that contributory pension systems reproduce inequalities between the sexes that result from the nature of labour market structures and the sharing of family responsibilities. In general, women who stay at home are not entitled to their own pensions and are dependent on benefits of lower value such as survivors' pensions (derived entitlements) or non-contributory pensions. In turn, women who work outside the home accrue lower entitlements than men and, consequently, lower old-age or disability pensions (personal entitlements). The purpose of this article is to examine the figures for pension distribution by sex in Spain, review some of the pensio…

Conceptualizing the European multilevel administrative order: capturing variation in the European administrative system

2015

Acknowledging that both analysts and practitioners face problems of meaningful categorization of social order in general, and the European political-administrative system in particular, this article suggests a conceptual frame through which European administrative order may be understood. Providing such a frame is important, because the catalogue of categories of the European Union (EU) polity developed so far fails to acknowledge its administrative dimension. Given that the ongoing political transformation in the EU implies ever more administrative interaction between political levels in order to coordinate, manage and implement policies, this administrative dimension becomes ever more imp…

Regime change and the convergence of democratic value orientations through socialization. Evidence from reunited Germany

2016

ABSTRACTTheories of socialization and political culture claim that public ideas about how a democracy should be shaped will only change slowly after regime changes. Thus, citizens’ value orientations should converge after a replacement of generations and through institutional learning. Pertaining to the development and convergence of individual conceptions of democracy or democratic value orientations, these assumptions have not yet been tested empirically. This article therefore provides an empirical test, drawing on the case of German reunification as a natural experiment. I analyse the development of democratic value orientations based on data from the sixth wave of the European Social S…

Conceptualizing Online Discussion Value: A Multidimensional Framework for Analyzing User Comments on Mass-Media Websites

2013

This chapter provides a micro-framework for analyzing the quantity and quality of online user comments on mass-media websites. On one dimension, news factors of news items and discussion factors of existing user comments are assumed to indicate the relevance of participating in online discussions. On a second dimension, specific motivational, social, and design factors are influential when reconstructing users’ decisions to participate in online discussions and when analyzing the content of online user comments. The two dimensions in combination describe the discussion value of news items. Potential applications of this framework on other forms of interpersonal communication are discussed.

One size does not fit all! New perspectives on the university in the social knowledge economy

2016

Universities face a tension from two urgent pressures they face, firstly to demonstrate that they deliver value for society in return for public investments, and secondly to demonstrate their responsibility by introducing strategic management to demonstrate to their funders that they meet their goals. In this special issue, we explore the ways in which these tensions play out in practice, as universities facing 'mission overload' in turn try to develop additional regional development missions, highlighting three findings. Firstly, there can be no one-size-fits all idea of a 'third university mission' alongside teaching and research because engagement is so context-dependent. Secondly, unive…

Fads and Facts of E-Government: A Review of Impacts of E-government (2003–2009)

2010

This paper analyzes the impacts of e-government as reported in 55 first-hand empirical peer-reviewed journal publications during the period 2003–2009, using a conceptual framework to identify ICT (information and communication technology) impacts on four domains within the public sector: capabilities, interactions, orientations and value distribution. The analysis shows that research findings mostly report positive impacts in all four dimensions. In the empirical research, the majority of impacts from ICT are reported within the domain of capabilities, which is also the domain that features the most balanced mix of positive and negative findings. Findings show that although e-government has…

Amending UN drug treaties to allow member states self-determination

2015

Purpose – This paper aims to analyse the fundamental principles of the main international conventions against use of drug and to verify if it would be preferable to let European Member States adopt specific measures according to own needs at a national level. Design/methodology/approach – The research uses a comparative approach by examining the different national legislations in respect of the discipline of the international conventions for finding analogies and differences between them.
