The implementation of new special education legislation in Finland

2014

This article examines the implementation of new special education legislation in Finland among students with significant disabilities. The data consist of a nationwide survey and field observations. In the analysis, a policy implementation framework is utilized as a theoretical lens. The findings suggest that schools and municipalities that had participated in long-term development projects had more capacity and willingness to reform special education practices substantially, suggesting that learning in one policy area can transfer to other domains across multiple levels of national and local governments. The key findings highlight the significance of professional trust as a policy instrum…

Platformed Interactions: How Social Media Platforms Relate to Candidate–Constituent Interaction During Finnish 2015 Election Campaigning

2020

Interaction between candidates and constituents via social media is a well-studied domain. The article takes this research further through a synthesis with platform studies, emerging scholarship that applies a critical perspective to the role of digital platforms in society. Examination of candidate–constituent interaction via Twitter and Facebook during the 2015 Finnish parliamentary elections revealed that the types of interaction differ between the two platforms: Facebook was used for formal campaigning and for praising and expressing support, while Twitter was utilized for information and for seeking and sharing opinions. An additional finding is that interaction approaches may be plat…

Is Democracy Exportable?

2017

Among many aspects to the question of whether democracy is exportable, this contribution focuses on the role of the people, understood not as a unitary actor but as a heterogeneous set: the citizens. The people matter, in a different way, both in the countries to which democracy might be exported and in the democratic countries in which the question is about promoting democracy elsewhere. The mechanisms or characteristics involved in the discussion include yardstick competition, differences among citizens in the intensity of their preferences, differences among autocracies regarding intrusion into private life, citizens’ assessments of future regime change, and responsiveness of elected inc…

The economic causes of the failure of the "socialist" system

1994

Using Private Social Care Services in Finland : Free or Forced Choices for Older People?

2016

Use of private social care services among older people is increasing in Finland. This study aims to understand why older people choose private care in a comprehensive tax-subsidized social care system and examines whether people choose private service as a free choice or a forced choice as well as what factors contribute toward making these choices. Data for this study (N = 1,436) were gathered in 2010 from people aged 75 and above living independently at home in two Finnish cities: Tampere and Jyväskylä. Data were analyzed with several quantitative tests: chi-squared tests, multinomial regression analysis, and qualitative content analysis (for the open-ended responses from the survey quest…

Prace nad kodyfikacją prawa karnego procesowego w Polsce w latach 1919–1928

2020

In his contribution, the author presents the work on the codification (initially on the Act) of procedural criminal law in Poland in the years 1919–1928. Those works were initially led by the Criminal Department of the Codification Committee, and then by the Criminal Proceedings Section of the Codification Commission. The first period of the work on the criminal procedure law was characterized by some disputes between the members of the Department, i.e. supporters of the classical school (E. Krzymuski) vs. the sociological school (J. Makarewicz), the discussion aiming at defining the relationship of procedural criminal law and substantive criminal law. The work on the draft law was carried …

Social Science Research in Southeast Asia : the Challenges of Studying Parliamentary Institutions

2019

This paper introduces the challenges of studying parliamentary institutions in Southeast Asia. My focus of research is in three countries’ institutions: national parliaments of Indonesia, Malaysia and Singapore. While in Southeast Asia, it is widely known that studying issues of politics and institutions face challenges – compared to studying culture, for example, this view is arguably no longer valid, however with certainqualification. The comparison of parliamentary tradition between three countries – based on observation of the plenary session - reveals that the effectiveness of parliamentary works is related to parliamentary procedure, and even to the culture of work in the countries. Binds of Professionalism: Attachment in Australian and Finnish Early Years Policy

2016

Attachment theory is often referenced in psychology, social work and early childhood care and education, and is ubiquitous in popular publications directed to parents, carers and educators of young children. It is considered as a ‘grand theory’ that explains “the growth of social relationships from infants’ experiences with their caregivers and the consequent social preference called attachment” (Mercer, 2011, p. 26). In this chapter, we understand attachment theory as a discourse and as part of the ‘psy-complex’, “the sprawling speculative and regulative network of theories and practices that constitute psychology” (Parker, 2002, p. 199). We focus on the operation of ‘attachment discourses…
