Cities and regional disparities in the European Union: evolving geographies and challenges for Cohesion Policy

Since the nineties, urban areas have assumed a growing importance in EU Cohesion Policy. This process, which is being implemented through various political steps and policy instruments, has led cities to be recognised as key elements in the promotion of balanced development. After decades of planning experiments at different territorial scales, however, the extent to which EU urban policy has contributed to regional development is currently under debate. This paper seeks to describe the evolution of the urban dimension within EU Cohesion Policy, with a focus on the role of cities in those countries and regions experiencing development problems.

Subversion of land-use plans and the housing bubble in Spain

The exceptional rhythm of the construction of residential dwellings in Spain between 1997 and 2006 and its geographical contrasts are explained by a time of economic expansion, a political and social context favourable to unlimited growth and excessive and untempered municipal land-use plans with passive or complicit regional governments. The lack of effective land-use regional plans and the discrediting of municipal land-use plans are a manifestation of a deliberate subversion of public planning to subordinate the public interest to the developer's demands. This article concludes by presenting a panorama of the disturbing consequences of this urban development model.

The importance of creative industry agglomerations in explaining the wealth of European Regions

[EN] This paper examines the existence of regional agglomerations of manufacturing, service and creative industries, the relationship between these industries and the wealth of regions and their industrial structure. Through an analysis of 250 European regions, three important conclusions can be inferred from the results obtained in this paper. The first is that creative industries play an important role in the wealth of a region. A Gamified Mobility Experience

We believe in the use of urban games to define new enjoyable experiences, change citizens’ unsustainable habits and educate them to new environment-and social-friendly ones. This paper presents MUV, an innovative action that has the power to engage citizens and foster sustainable mobility behaviors. MUV complements engaging HMIs with a participatory method within an iterative innovation process called the virtuous cycle (understand, involve, co-create, implement, experiment). The innovation process has led to a new game dynamic: Mobility as a Sport. It results in a rewarding personal mobility experience; the same rewarding sensations the athletes feel when they improve their results.

The influence of EU policy on local policy-making, governance and urban change. Evidence from Porto, Portugal

Porto has long been a site of experimentation in the field of European urban policies, implemented through different initiatives and supported by EU funding. The paper describes the different urban regeneration experiences that have been undertaken by the city, analyses the nature of the policy instruments which have been implemented, and in what ways they relate to local policy-making, governance and development. What emerges from this analysis is a more complex perspective of the relationship between local/national/European policies, which needs a broader understanding of local processes to understand the emergence and transfer of the holistic approach promoted by the EU.
