Transfer of powers and reallocation of the social capital available to junior governments

The article starts from the assumption that the production of junior governments in sub-central jurisdictions such as the department of the region is related both to the powers or resources that they receive from the central government and to the social capital which is available to them. A model is proposed in which both elements are considered as factors o f production. The second being able to move only slowly across levels of jurisdiction, the central government is itself unable to transfer rapidly powers or resources from one level to another without running the risk of an efficiency loss of the whole which it would find unacceptable in terms of electoral support.

International audience; Denitrification is a microbial respiratory process contributing to the emission of greenhouse gas. The study of denitrifying bacteria, like that of others, is hindered by characteristics that can prevent up to 99% of soil bacteria from being cultivated in vitro. This paper reports a design science research (DSR) study that develops, demonstrates and evaluates a set of design principles for information systems (IS) that utilise learning analytics to support learning and teaching in higher education. The initial set of design principles is created from theory-inspired conceptualisation based on the literature, and they are evaluated and revised through a DSR process of demonstration and evaluation. Tämä tutkimus pyrkii löytämään sopivan metodin jatkuvaan ohjelmistokehitykseen (tuotekehitys ja ylläpito). Se yhdistää ketterän ohjelmistokehitysmenetelmän uusimpiin operatiivisiin metodeihin sekä käyttäjäläheiseen ohjelmistosuunnitteluun. Tutkimus sisältää uuden mallin, joka sisältää metodin arvot, tavoitteet, periaatteet, säännöt, prosessimallin, roolit ja vastuut ohjelmistotiimeille. Metabolic disturbances are well-known, but sometimes neglected immediate consequences or late sequelae following urinary diversion (UD) using bowel segments. Whereas subclinical disturbances appear to be quite common, clinically relevant metabolic complications, however, are rare. Exclusion of bowel segments for UD results in loss of absorptive surface for its physiological function.
