Procedure and Debate in the British Parliamentary Culture
2016
Haapala illuminates the relationship between procedure and debate in the British parliamentary culture that was formed during the nineteenth century. While emphasising the constitutional shift to parliamentary government after the passing of the 1832 Reform Act, the chapter demonstrates its effects on the parliamentary culture with a special focus on the increasing role of debate and the attempts to reform House of Commons’ procedures. As well as drawing attention to the publicity of parliamentary proceedings and professionalisation of political journalism, Haapala uses rhetorical treatises and manuals to show the common attitudes towards parliamentary debate before and after the institutio…
Squaring the welfare circle and government ideology: Greece and Spain in the 1990s
1999
This article examines the “squaring the welfare circle” thesis and its usefulness to our understanding of welfare developments in Greece and Spain in the 1990s. The welfare state in both Greece and Spain was expanded considerably in the early 1980s by the newly elected socialist governments, only to hit the buffers of diminishing resources and rising demands in the late 1980s as well as the hostile neo-liberal welfare ideology. The process of welfare expansion was halted in the 1990s, labour market deregulation was encouraged and containment of welfare expenditure became the dominant aim of government policies. This article concentrates on the actual policies of governments in the 1990s rat…
From Cottesloe (1961) to Trondheim (2016): The journey of the Dutch Reformed Church back into the ecumenical family of the World Council of Churches
2018
This article presents an analysis of the journey of the Dutch Reformed Church (South Africa) back into the ecumenical fellowship of the World Council of Churches (WCC). The first part contains a brief historical review of the relationships between the WCC and the Dutch Reformed Church family, underlining the fact that the Dutch Reformed Church family in South Africa is a founding member of WCC and that it was never excluded from WCC fellowship; rather, this church itself resigned membership in the WCC after the Cottesloe Consultation (1961) at the pressure of the South African government of that time. The last part presents in detail the process of the readmission of the Dutch Reformed Chur…
The ‘spirit of the times’: Fast policy for educational reform in Finland
2020
This article examines the nature of neoliberal influences upon educational policy making in the Finnish education system in recent times. The article draws upon key policy documents, government reports, journal articles and media articles about reforms in the early childhood, basic/compulsory school and vocational education and training sectors to evidence these processes. Analytically, these reforms are understood as instances of what has been referred to as ‘fast policy’. Methodologically, we draw upon principles of zeitgeist analysis to reveal the features and effects of these fast policy influences as they relate to educational provision in Finland. These features and effects include i…
