Differences in achievement not in intelligence in the north and south of Italy: Comments on Lynn (2010a, 2010b)

Lynn (2010a, 2010b) argued that individuals from south Italy have a lower IQ than individuals from north Italy, and that these differences in IQ are at the basis of north–south gap in income, education, infant mortality, stature, and literacy. In the present paper, we discuss several theoretical and methodological aspects which we regard as flaws of Lynn's studies. Moreover, we report scores of southern Italian children on Raven's Progressive Matrices and a north–south comparison for the PASS theory of intelligence as measured by the Cognitive Assessment System (Taddei & Naglieri, 2006). Il rapporto donne, diritti, democrazia viene indagato nel caso della partecipazione delle donne all'Assembela regionale siciliana. Tale partecipazione è esigua (il 2% dell'Assemblea dal 1947 al 2011), occasionale e si configura come "leva", in concomitanza con le battaglie sociali del dopoguerra, di quelle per i diritti civili degli anni '70 o dell'antimafia. Una sorta di stagionalità delle donne nelle istituzioni rappresentative che pone in questione la democrazia del nostro paese.

Counterfactual Distribution Dynamics across European Regions

This paper proposes a methodology which combines elements of parametric regression analysis with the nonparametric distribution dynamics approach in order to analyse the role of some variables in the convergence of productivity across European regions over the period 1980-2002. We find that the initial productivity crucially accounts in the convergence process across European regions. Differently, employment growth seems not to play a role, while the Structural and Cohesion Funds seem to play a positive role, even though such effect seems to be very low and statistically significant only at the low bound of the range of initial productivity. Productivity Dynamics across European Regions: the Impact of Structural and Cohesion Funds

This paper analyzes the impact of the European Union regional policy of the three programming periods 1975-1988, 1989-1993 and 1994-1999 on the dynamics of productivity of European regions. On average, funding had a positive, but concave, effect on productivity growth. In particular, a share of funds on GVA of 10% GVA is estimated to raise the regional growth rate of about 0.9% per year. The results of scientific research confirm that the condition of insularity is an issue that still needs broad sharing and specific policies. The issues to be addressed are widespread in all territorial contexts, large or small. Insularity is a permanent structural constraint. Even though convergence policies have contributed to the convergence process between countries and regions, EU policies for the islands must be envisaged to define joint action to achieve a more balanced territorial equity.
