The Dignity in Free Speech: Civility Norms in Post-Terror Societies

ABSTRACTIt is difficult to strike a balance between protecting freedom of speech and ensuring public safety. The attacks on 22 July 2011 in Norway, and the fear of terrorist acts inspired by public utterances on the Internet, have caused many to question whether and how we should regulate hate speech. In this article, we analyse the main arguments from the debate on freedom of speech in post-terror Norway, termed the ‘liberal’ and ‘harm’ (or ‘balance of harms’) arguments respectively. We propose a set of civility norms that may serve to uphold the wide freedom of speech advocated by the liberal argument, while being attentive to the real ethical challenges emphasised by the harm argument.

The tourist district is an important tool for territorial governance of regional tourism. The district is a type of Local System which is characterized by its multidimensionality, as well as the spatial contiguity of traders who belong to it. The effects of 30 min exposure to sulfur dioxide on mucociliary activity (MCA) and ciliary beat frequency (CBF) were studied in 31 guinea pig tracheas. MCA was measured by recording the light reflected from ciliated mucous membranes using an infrared bar code reader. CBF of single ciliated cells obtained by brushing was measured with phase-contrast microscopy. Each tracheal sample was exposed to SO2 at concentrations ranging from 2.5 to 12.5 ppm, or to air for control purposes. MCA and CBF were measured before and immediately after gas exposure. Effects of dopamine infusion on plasma catecholamines in preterm and term newborn infants.

Newborn infants (21 preterm and 13 term) received dopamine infusions at a low (2.5-3.4 micrograms/kg per min) and/or high (5-10 micrograms/kg per min) infusion rate and changes in plasma catecholamines were monitored. The mean baseline values for dopamine, noradrenaline and adrenaline were between 240 and 560, 125 and 144 and 62 and 82 pg/ml, respectively. During low-rate infusion of dopamine, there was a significant increase in plasma dopamine (20-100 fold), noradrenaline (three- to five-fold) and adrenaline (threefold). AbstractEarly childhood education is a developmental period in which early symptoms of attention deficit hyperactivity disorder (ADHD) can be observed. This work examines the educational background of 206 children, from the ages of three to five years (109 of them with an ADHD diagnosis and 97 without a clinical diagnosis), by analysing 306 reports from their teachers. The aim of this study is to discover if these educational reports reflect differences in academic performance and behaviour between both groups.
