Two important judgments of the Consiglio di Stato (Italy) allow revisiting general institutions relating to the primacy of EU law and the instruments that guarantee its application in national law. Among others are the direct effect of the directives, the need for a preliminary ruling, and the so-called double preliminary ruling. Finally, the essay highlights some critical issues regarding the limits of the non-application of the law, the overcoming of the res judicata, and the temporary suspension of the ousting effect of a rule of EU law by national courts.

In this paper we study the relationship between the notion of coherence for conditional probability assessments on a family of conditional events and the notion of admissibility with respect to scoring rules. By extending a recent result given in literature for unconditional events, we prove, for any given strictly proper scoring rule s, the equivalence between the coherence of a conditional probability assessment and its admissibility with respect to s. A simple and prompt method to determine the mechanical properties of industrial multilayer extrusion polypropylene pipes for a gravity sewer network is suggested. The engineering formulas included for calculating the permissible thickness and relative position of a foam core in the pipes are based on a linear-elastic approximation and the rule of mixtures. The applicability of the approximation was justified experimentally during investigation of the effective tensile characteristics of single- and multilayer pipes and each layer specimen by using traditional tests and finite-element calculations. This paper proposes a novel approach for building transparent knowledge-based systems by generating interpretable fuzzy rules that allow for present dependences between quantitative variables by accounting for uncertainty and the dynamics of their values. In the approach, IF-THEN rules are used to show the conditional relationship between the ordered fuzzy numbers, which contain additional information about the tendencies of variables' value changes. The quarantine bacterium Clavibacter michiganensis subsp. michiganensis (Cmm) is the agent of tomato bacterial canker (TBC), one of the most destructive bacterial diseases of this crop, that causes severe economic losses worldwide. During a recent outbreak of TBC in Sicily (insular Italy), it was impossible to amplify the pat-1 gene by PCR with CMM5/CMM6 primers from affected greenhouse-grown plants from three farms, although Cmm-like colonies were consistently isolated.
