Winner-Take-All (WTA) circuits play an important role in applications where a single element must be selected according to its relevance. They have been successfully applied in neural networks and vision sensors. In this paper the author gives a generalization of the Arzela-Ascoli theorem for partial defined functions, i.e., for functions defined in a nonempty subset of a metric space X and taking values in a metric space Y. To this end suitable definitions of local and uniform convergence for partial defined functions are introduced. Abstract Background The recent advances in human genetics have recently provided new insights into phenotypic variation and genome variability. Current forensic DNA techniques involve the search for genetic similarities and differences between biological samples. SEARCH FOR A CORRELATION BETWEEN ANTARES NEUTRINOS AND PIERRE AUGER OBSERVATORY UHECRs ARRIVAL DIRECTIONS

A multimessenger analysis optimized for a correlation of arrival directions of ultra-high energy cosmic rays (UHECRs) and neutrinos is presented and applied to 2190 neutrino candidate events detected in 2007-2008 by the ANTARES telescope and 69 UHECRs observed by the Pierre Auger Observatory between 2004 January 1 and 2009 December 31. No significant correlation is observed. Assuming an equal neutrino flux (E-2 energy spectrum) from all UHECR directions, a 90% CL upper limit on the neutrino flux of 5.0 x 10(-8) GeV cm(-2) s(-1) per source is derived.
