This study proposes a two-tier cross-validation and backtesting procedure, including expanding and rolling-window test metrics in predictive analytics of container freight rates by utilizing the system dynamics approach. The study utilized system dynamics to represent the nonlinear complex structure of container freight rates for predictive analytics and performed univariate and multivariate time-series analysis as benchmarks of the conventional approach. Introduction Concern for the French language in Quebec in the 1960s and 1970s and the Latvian language in the then Soviet Union in the late 1980s and in the new Latvian state in the 1990s were ignited by some of the same demographic and assimilative forces in the two societies. Both Quebec and Latvia had lost their independence to larger powers. The birth rate and population declined abruptly in the two subnations. Schools in English (in Quebec) and Russian (in Latvia) attracted most immigrants. The elites were disproportionately drawn from outside the majority ethnic groups. AbstractThis study contributes to the field of International Public Administration (IPA) and the emerging area of Informal International Relations (IIR) by examining the politics of staffing and recruitment of the African Union Commission (AUC). Although the AUC has become a major political player in international affairs, there is a dearth of knowledge about the civil servants who work for the AUC and who run this paramount pan-African executive body. Does Patriotic Vigilance Make Any Sense in the Transnational Arena? A Cosmopolitan Alternative to the Globalization Paradox

We address the issue of the relevance in the transnational arena of the concept of patriotic vigilance, as expressed by French Minister Arnaud Montebourg in 2014. Firstly, we examine the globalization paradox with its underpinnings in the literature and its illustration through the recent Alstom saga. Secondly, we review the idea of a paradigm shift in world monetary affairs signaled by the recent crisis. Finally, drawing on Kant’s ideas on cosmopolitism, we sketch out an alternative to the globalization paradox.

Nonlinear femtosecond pulse propagation in an all-solid photonic bandgap fiber

Nonlinear femtosecond pulse propagation in an all-solid photonic bandgap fiber is experimentally and numerically investigated. Guiding light in such fiber occurs via two mechanisms: photonic bandgap in the central silica core or total internal reflection in the germanium doped inclusions. By properly combining spectral filtering, dispersion tailoring and pump coupling into the fiber modes, we experimentally demonstrate efficient supercontinuum generation with controllable spectral bandwidth.

In this paper, I try to identify the reasons why the dialogue between sociocultural anthropology and animal rights theories and movements continues to be difficult and scarce. At first sight this weakness of communication is surprising, if one looks at the amount of anthropological studies on human/animal relationships, in most cases pointing to how animals are considered in many cultures as non- human subjects or persons.
