Texture Synthesis for Digital Restoration in the Bit-Plane Representation

In this paper we propose a new approach to handle the problem of restoration of grayscale textured images. The purpose is to recovery missing data of a damaged area. The key point is to decompose an image in its bit-planes, and to process bits rather than pixels. We propose two texture synthesis methods for restoration. The first one is a random generation process, based on the conditional probability of bits in the bit-planes. It is designed for images with stochastic textures. The second one is a best-matching method, running on each bit-plane, that is well suited to synthesize periodic patterns. Results are compared with a state-of-the-art restoration algorithm.

The electron and Occam's razor

This paper introduces a Zitterbewegung (ZBW) model of the electron by applying the principle of Occam’s razor to Maxwell’s equations and by introducing a scalar component in the electromagnetic field. The aim is to explain, by using simple and intuitive concepts, the origin of the electric charge and the electromagnetic nature of mass and inertia. A ZBW model of the electron is also proposed as the best suited theoretical framework to study the structure of Ultra-Dense Deuterium (UDD), the origin of anomalous heat in metal–hydrogen systems and the possibility of existence of “super-chemical” aggregates at Compton scale.

Is There Anything New to Say About SIFT Matching?

SIFT is a classical hand-crafted, histogram-based descriptor that has deeply influenced research on image matching for more than a decade. In this paper, a critical review of the aspects that affect SIFT matching performance is carried out, and novel descriptor design strategies are introduced and individually evaluated. These encompass quantization, binarization and hierarchical cascade filtering as means to reduce data storage and increase matching efficiency, with no significant loss of accuracy. L'attribuzione alle regioni di quote del gettito derivante dalle accise sugli oli minerali in proporzione ai volumi raffinati sul loro territorio rappresenta un tema importante sia alla luce dei rapporti tra Stato e Regioni nel quadro del c.d. Federalismo fiscale, sia con riferimento alle problematiche relative alla tassazione ambientale. Qualora, tuttavia, la compartecipazione si attui esclusivamente a fronte dell'attribuzione di nuove funzioni, ciò potrebbe rischiare di indebolire l'autonomia regionale ed incrementare il contenzioso con lo Stato dinanzi alla Corte costituzionale.

Lo studio è rivolto alla disciplina del giudizio di ottemperanza delle sentenze tributarie, con specifica considerazione dell’attuazione della delega fiscale. La riforma, operata dal D. lgs. n. 156/2015, con riguardo al giudizio di ottemperanza ha comportato più innovazioni, sia attraverso le modifiche ai preesistenti commi dell’art. 70, D. lgs. n. 546/1992, sia con l’introduzione di un nuovo comma (10-bis), che prevede la composizione monocratica del giudice dell’ottemperanza.
