A partir de las circunstancias históricas de las Cortes de Cádiz y de los precedentes de la monarquía española, el artículo analiza la posición de la Jefatura del Estado monárquica en la Constitución de 1812 caracterizada como una «Monarquía moderada» basada en los principios estructurales de soberanía nacional y división de poderes que determinan la configuración del Rey como poder constituido en la nueva forma de gobierno. State effects and the effects of state building: institution building and the formation of state-centred societies

AbstractThis article discusses the assumptions underlying state-building efforts and the effects of these efforts. It addresses two main questions: why has state building not led to the establishment of effective states? And what are the effects of statebuilding? It is argued that these efforts have been based on an institutionalist model of the state derived from a Weberian framework, and that the basic reason why state building has failed is that the creation of effective states requires the creation of state-centred societies, where both material and symbolic resources are concentrated in the state. On 18 February 2012 Latvian citizens participated in a referendum on making Russian a second official (“state”) language. The proposal was rejected by three-quarters of voters. There is a complex background to language policy in Latvia, where since regaining independence in 1991 the country has promoted Latvian as the only state language, though Russian and other languages are widely used at a societal level. How credit ratings affect sovereign credit risk: cross-border evidence in Latin American emerging markets

This article builds upon previous literature by providing a better understanding of how contagion changes in bordering sovereign CDS emerging markets resulting from credit rating events. To that end, we follow the novel GVAR methodology using data from six Latin American emerging countries during an extensive sample period from 2004 to 2014. Our findings show evidence for the existence of significant and asymmetric cross-border effects. In particular, a competition effect is observed before the event occurs, indicating that non-event countries suffer (benefit) from upgrades (downgrades) in Brazil, Mexico and Chile (in Argentina and Brazil). Do sovereign ratings cause instability in cross-border emerging CDS markets?

We analyse the cross-border transmission effect of credit ratings on sovereign CDSs covering a broad sample of emerging countries during the period 2004 to 2015. This study differentiates between the spillover and competition effects between and within geographical areas of emerging countries. We find substantial evidence of cross-border effects with asymmetric responses to upgrades and downgrades. The market reaction differs across regions, reflecting how the international and local impact of rating events are due to different types of effects.
