After the fall of the soviet union: the changing status of local governments in the republic of latvia

When the Republic of Latvia gained its independence from the Soviet Union in 1991, one of Latvia's first priorities was to rebuild its system of local government. This article describes many of the problems local governments in Latvia faced after 50 years of communist rule. The article also discusses the new Latvian laws which changed the structure of local government in that country. Also discussed are Latvian central government institutions which impacted on local governments in general and local government finances in particular. The unique status of the Capitol City of Riga, Latvia's largest municipality is also reviewed in detail.

Post-Soviet studies and the transition: the case of the Russian economy

The disintegration of the Soviet Union meant that an essential object of study for research analysing centralised planning disappeared and the reference point for a lot of work dealing with the comparison of economic systems was lost. It could be assumed that such a structural alteration might lead to reduced interest in Russian studies and a crisis for the scientific community involved. The purpose of this study is to test this idea and to show how the scientific community interested in post-Soviet studies has changed during the transition period.

Predictions of the public agenda from television coverage

1994

This study develops a methodology to show how German TV news in 1986 could be used to predict time trends in the public agenda for energy supply, health care, and other topics. A major influence in that year was the Chernobyl accident in the former Soviet Union. The direct result was an increase in agenda concern for energy supply. The findings showed how coverage of that incident and other issues exerted a combined influence on the public agenda.

The study of the cultural Cold War and East–West interaction outside diplomacy and high politics has emerged as an important research field during the last two decades. With a few exceptions, however, scholarly interaction has been overshadowed by other forms of interaction. Exploiting the Exiles: Soviet Émigrés in U.S. Cold War Strategy

This article discusses the abortive U.S. government effort to organize Soviet émigrés after World War II. After years of a lack of interest on the part of both the United States and the Soviet Union, Soviet émigrés and émigré politics came to the fore with the onset of the Cold War. The U.S. government sought to use émigrés in political and psychological warfare against the Soviet bloc.
