Making meaning of inclusive education: classroom practices in Finnish and South African classrooms

AbstractThis paper reports on the findings of an international comparative research project where the roles of teachers in the implementation of inclusive education in mainstream-classroom settings in South Africa and Finland were investigated. Inclusive education within this project is broadly defined as welcoming all students to general-education schools and classrooms and not segregating students on the basis of ability or other individual or sociocultural characteristics. This study investigated why some Finnish students receive part-time special education in Grade 1, duration of that support, and its relation to student reading fluency, reading comprehension, and arithmetic fluency development. The participants included two groups from Grade 1 receiving part-time special education (1–2 years vs. 3–4 years) and a control group comprising the remaining participants from the study. Teachers identified reading and expressive language difficulties as the main reasons for part-time special education in Grade 1. In Finland, online learning has become more common in recent years. In this study, we examined why adult students chose to study online for upper secondary school. The research also focused on the support needed for learning from a special education perspective. Both qualitative and quantitative data were collected using an electronic questionnaire. In total, 58 students responded. Data were analyzed qualitatively using the content analysis technique. The findings indicate that the main reasons for online studies are similar in Finland to those found internationally: flexibility of timetables, the student’s health condition, and family situations. Abstract The first aim of the study was to analyze whether reading fluency and self-efficacy of reading fluency (SE-rf) are malleable for children (Grades 3–5) with deficits in fluent reading via a 12-week special education program targeting both reading fluency and the sources of SE-rf (SE-program). The second aim was to investigate whether changes in SE-rf are related to changes in reading fluency. Although the necessary role of differentiation in special education is well established in the literature, little is known about its social and peer interaction implications from the student perspective. The present qualitative study aims at offering detailed observational analyses of the meanings that 7- to 9-year-old students give to differentiated instruction in its initial phases in authentic classroom activities. School district administrators' perspectives on special education policy and practice in Norway and Sweden

The purpose of this study was to examine special education policy and practice from the perspective of school district administrators in Norway and Sweden. Administrators from 266 Norwegian and 262 Swedish municipalities completed a survey concerning: (a) reasons children need special education, (b) common and desired organizational solutions, and (c) the influence of policy on practice. Despite a number of clear differences, findings suggest that Swedish and Norwegian administrators share similar attitudes regarding the provision of special education support.
