Precaution is a key issue in environmental governance. Variously defined, intensively debated and introduced in many regulations, its meaning, scope and application remain problematic. This article argues that the controversy on precaution is a matter of culturally patterned expectations concerning the production and use of knowledge and the related social positions and responsibilities. The way uncertainty and its role in the policy process are understood is crucial. For some precaution is a flawed concept, to be accommodated to the current expert-based cooperative scheme. The present global situation recalls us the two walls in which the Red Sea had split to allow that Pharaoh follow the people beloved by God. Le politiche sull’ambiente assumono un ruolo fondamentale e sempre più importante, perché possono riuscire a modificare quei comportamenti che, se accompagnati a politiche economiche di sostenibilità, possono permetterci di raggiungere un equilibrio tra la salvaguardia delle risorse naturali esistenti, e un loro corretto utilizzo, in modo da proteggerne l’integrità. Il volume contiene i contributi presentati in occasione del convegno organizzato dall’AIL e dall’Università degli studi di Palermo su “Cancerogenesi Ambientale” (Palermo 2013).

Il testo tende a dimostrare che la Sicilia vive, con le sue valenze territoriali, esplicite anomalie. Da un lato collocata tra tre mari non riesce ad inserirsi nelle grandi direttrici europee e nazionali che pur essendo prevalentemente marittime seguono le direzioni tirreniche, adriatiche e ioniche. La Sicilia non essendo territorio appartenente ad uno solo di questi mari, ma essenzialmente a più mari ovvero al tirreno, allo Ionio e al canale di Sicilia, di fatto appartiene al Mediterraneo.
